Job Description
 
Performs professional work managing the evaluation of measuring the impact and effectiveness of children’s programs for Families, Parks, and Recreation Department. Responsibilities include developing, implementing, and managing comprehensive evaluation plans; overseeing internal children’s program databases to measure and report overall effectiveness; and the supervising and training of staff. Work is performed under the direction of the Children’s Affairs Division Manager and work is reviewed through meetings, reports submitted, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Mathematics, Statistics, Public Policy, Urban Studies, Sociology, or another behavioral, health or social science field. Ph.D. preferred, with three (3) years of proven results in complex program evaluation work in the field of children and youth services, two (2) of which must have been in a supervisor capacity. Proficiency with statistical tools such as SAS or SPSS preferred. Valid Florida Driver’s License required.
 
Responsibilities

Manages the administration of on-going evaluations of all FPR’s children’s programs, including Recreation, After-School All-Stars, Kidz Zones, My Brother’s Keeper, 21st Century Community Learning Centers, AmeriCorps, FPR’s Youth Employment, and Health/Wellness.

Collects and measures key data to conduct detailed analysis and prepares reports of evaluation results for program improvement and develop solutions or alternative methods of proceeding.

Documents findings of study and prepares recommendations for implementation of organizational changes.

Develops/manages partnerships with external organizations (OPD, OCPS, Orange County Health Department, DCF) to collect data on the impact of FPR programs on children’s academic performance, juvenile arrests, teen births, children abuse, and health indicators.

Supervises, trains, schedules, and evaluates the work of assigned staff.

Presents outcome to grant funders, City leadership, and the broader community.

Works with other organizational leaders to create a culture of data-driven management.

Oversees ongoing design, customization, and improvement of data collection systems and reporting structures.

Develops and oversees data monitoring strategy and data quality reviews.

Develops data collection policies and practices; monitors uniform data collection compliance and quality across the Division.

Manages regular reporting schedule and ongoing system monitoring for the collection and dissemination of data, dashboards, and reports to program directors, boards, and key stakeholders for use across the organization.

Oversees and ensures relevant staff are trained in data collection, interpretation, and reporting (both onboarding and ongoing training).

Identifies methodologies and instruments to ensure objective quantitative and qualitative measurement of program outcomes.

Ensures compliance with all applicable laws, regulations, and organizational policies and procedures.

Skilled in the use of a computer including tracking database and using Microsoft Suites/other programs.

Skilled in training and providing technical oversight.

Skilled in excellent presentation and communication skills with the ability to give concise written and oral reports.

Ability to analyze and interpret complex data.

Ability to create a review process to evaluate programs.

Ability to manage multiple projects simultaneously and meet deadlines.

Ability to direct and review the work of assigned employees.

Ability to establish and maintain effective working relationships of diverse cultural groups, personalities, and interests.
