Job Description
 

Performs professional work designing and leading a portfolio of work to examine the effectiveness of the current service array with an emphasis on mapping the juvenile justice system across Central Florida from arrest to discharge. Responsibilities include facilitating the review of processes and outcome measures across the Alternatives to Youth Incarceration Project. Work is performed under the direction of the Children, Youth, and Families Assistant Division Manager, and work is reviewed through meetings, reports submitted, and results obtained.

Minimum Qualifications:

Bachelor’s Degree in Criminal Justice, Mathematics, Public Policy, Sociology, Urban Studies, or another behavioral health or social science field and two (2) years of experience in evaluation work in the field of children and youth services, plus two (2) years of experience in gathering, compiling, analyzing data, and preparing narrative or statistical reports; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required.

Drive accurate, high-quality, culturally competent analysis of behaviors, attitudes, values, statistics, and other drivers within the determined research area.
Engage community stakeholders and senior management in providing specialized guidance and support to meet established objectives and goals.
Document findings of study and prepare recommendations for implementation of organizational changes.
Develops/manages partnerships with external organizations (OPD, OCPS, Orange County Health Department, DCF) to collect data on the Juvenile Justice system.
Collects and analyzes demographic and needs assessment data related to juvenile justice programs and services.
Use data to inform service effectiveness, to make system improvements, and to promote ethno-racial equity among youth and families served.
Produces regular analytical and informational reports specific to area of assignment, such as, inmate population trends and incidents, emergency incident performance in accordance with industry and city standards, etc.
Provides position and decision support for strategic planning.
Provides data and analysis to assist management in identifying appropriate courses of action regarding a variety of issues.
Issues analysis and information retrieval; performs a variety of research functions separate from statistical analysis including, ferreting out articles, legislative histories and other types of information.

Ability to draft public opinion surveys for a variety of research audiences, including determining appropriate questions, developing polls and screeners, composing moderator and research guides for qualitative research.
Ability to monitor survey response partial data, mid-project, and reporting up progress, notifying concerns, and managing adjustments with senior and mid management.
Ability to develops fact sheets, graphs and reports on the research results.
Ability to produce reports by using various Microsoft Office programs such as, Publisher, Word, Excel and Access.
Ability to conducts research projects by establishing research methodology, conducts analysis and produces summary findings.
Ability to analyze completed data and present it to key stakeholders and elected officials with strategic analysis in a visually compelling way.
Ability to write and produce visually compelling and accurate analytical reports including statistical facts, key data trends, and critical insights pertinent to project objectives and outcomes.
Ability to initiate polls and conducting focus groups.
Ability to produce and deliver snapshot briefs for senior management ahead of final analysis and reports.
Ability to define, propose, and extract survey samples from various database sources and coordinate delivery to senior management and local stakeholders.
Ability to facilitate working meetings, elicit and solicit information, and absorb the information being communicated; facilitate a shared understanding of the problem, possible solutions, and scope of the project in its entirety; facilitate solutions to technical challenges among multiple teams when they involve negotiation between multiple entities and stakeholders.
Ability to communicate effectively orally and in writing.
