Job Description
 

Performs responsible managerial and administrative including: reducing the risk of flooding for the City of Orlando; implementing related regulations; managing permits and hydrologic/hydraulic models; reviewing drainage and floodplain related studies to ensure conformance with the City and/or grant requirement; updating floodplain maps; coordinating with other departments to manage proposals and projects; ensuring compliance with local, state, and federal regulations; responding to flooding events; and helping with post-flood recovery.  Manages a team of professionals whose purpose in the organization is to review floodplain development permit applications and supporting materials to ensure proposed construction work meets City/state/federal criteria and do not pose increased flood hazard risks to the public. Assess flooding areas throughout the City to provide flood mitigation strategy and improvement projects using acceptable engineering and modeling methodology.  In addition, the position manages the City's FEMA Community Rating System (CRS) program, the National Flood Insurance Program (NFIP), Floodplain Management and Mitigation program, National Pollutant Discharge Elimination System (NPDES) program, and drainage wells.  Directs and coordinates, through assigned managerial personnel, activities of Division programs to obtain optimum use of equipment, facilities, and personnel. Aids Division Manager in formulating and administering Division policies and procedures and developing long-range goals and objectives. Reviews analysis of activities, costs, operations, and forecast data to determine the progress toward stated goals and objectives. Recommends capital expenditures for acquisitions of new equipment. Enforces compliance with City policy and procedures and governmental legislation/regulations. Work is performed under the supervision of the Division Manager and reviewed through reports and results achieved.

Minimum Qualifications:

Bachelor's Degree in Environmental Engineering or Civil Engineering with an emphasis in Water Resources plus five (5) years experience in the planning, design, modeling, construction, and maintenance of storm drainage systems, to include at least two (2) years experience in a supervisory or management capacity; or an equivalent combination of education, training, and experience. Florida registration as Professional Engineer (PE) is required. A Certified Floodplain Manager (CFM) certification must be obtained within six (6) months of employment.  Experience in floodplain management, NPDES, and stormwater systems highly desired.

Directs and coordinates, through assigned managerial personnel, activities of Division program to obtain optimum use of equipment, facilities, and personnel.

Participates in formulating and administering Division policies, procedures, and local ordinances and developing long range goals and objectives.

Reviews analyses of activities, costs, operations, and forecast data to determine Division progress towards stated goals and objectives.

Recommends capital expenditures for acquisitions of new equipment.

Enforces compliance with City policy and procedures and governmental legislation/regulations governing floodplains, permits, etc.

Directs investigations into causes of customer complaints and ensures a response in a timely manner.

Monitors training programs and ensures compliance with all safety regulations; participates in development and/or revision of incentive programs to increase productivity and employee safety.

Reviews payroll for all sections; audits; and verifies by signature. Directs preparation and expenditure of Division’s budget.

Attends various conference and workshops.

Prepares and delivers speeches to various civic organizations.

May act with designated authority of Division Manager during absence.

Monitors employee performance to ensure optimum productivity; counsels employees; and administers disciplinary actions up to an including terminations.

Participates in the review, development, and/or revision of fee/rate schedules for services provided; may present recommendations to City Council and other official committees.

Reviews floodplain development permit applications and supporting materials to ensure proposed construction works meet City/state/federal criteria and do not pose increased flood hazard risks to the public.

Administers the City’s Community Rating System program including implementing new procedures/programs to elevate the City’s CRS class.

Seeks funding sources such as federal or state grant(s) for Community Rating System (CRS) program and floodplain management and mitigation as well as procures other state/federal grants for stormwater/floodplain improvement projects and studies.

Performs in-house hydrologic/hydraulic analysis (includes development of computer models) to support future stormwater related capital improvement projects. Also manages floodplain management project(s).

Administers floodplain management related documentation. Develops standard operating procedures that relate to stormwater/drainage/floodplain management.

Provides support to consultants performing stormwater/drainage/floodplain related studies and CIPs.

Responds to constituent requests for floodplain related information.

Consults with applicants and other City departments about feasibility of proposed projects within the regulated floodplain/special flood hazard area (SFHA).

Modernizes record keeping processes by utilizing software such as Forerunner that “consolidates property-level flood risk information to streamline floodplain management, support disaster recovery efforts, and educate residents.”

Revises flood insurance rate maps (FIRMs) with an emphasis on converting Zone A flood zones to Zone AE.

Provide directions during hurricane and flood damage assessments to ensure compliance with FEMA and NFIP requirements.

Performs other duties as assigned.
