Job Description
 
Performs responsible supervisory, administrative, and technical field inspection work enforcing national, state, and local codes governing the design, construction and facilities management, and renovation of buildings, structures, wastewater treatment facilities, and other projects. Work involves coordinating and supervising the inspection of new and existing buildings, management of a quality assurance program, as well as the review and approval of permits involving special events (18A events). Exercises independent judgment in the interpretation and application of fire codes in making technical decisions. Work is performed under general supervision of the Deputy Fire Marshal. Performance is reviewed through reports submitted, meetings, and results obtained for technical sufficiency and consistent application.

Minimum Qualifications:

Associate's Degree in related field with four (4) or more years experience in fire safety inspection, one (1) year of which must have been as a supervisor; or an equivalent combination of related training and experience. Florida Fire Inspector I Certification is required. Florida Fire Inspector II Certification must be attained within the initial 6 (six) months of employment. A valid Florida Driver's License is required. Must pass a polygraph examination.
 
Responsibilities

Coordinates inspections and supervises inspectors by assigning work, reviewing work through discussion of problems, periodic site inspections, and review of inspection files; participates in the selection, training, evaluation, counseling and/or discipline of employees.

Maintains records and documentation; meets with customers relating to fire prevention.  Provides guidance on interpreting codes and problem solving to ensure adherence to fire codes.

Manages a quality assurance program for enforcement program, upholding safety standards.

Coordinates fire department support for special events.

Reviews and approves plans and specifications to ensure proposed systems comply with applicable laws, codes, and accepted industry standards.

Inspects construction projects to ensure contractor's work comply with the approved plan specifications, accepted industry standards and related codes.  Performs site inspections to resolve conflicts regarding deviations from approved plans and specifications, plan/code interpretations, and/or private guidance and technical assistance to inspectors.

Consults with architects, engineers, contractors, and other interested persons to interpret code requirements and resolve design and construction problems.

Supervises and participates in educational programs related to fire prevention and life safety; coordinates and supervises fire prevention and life safety educational program activities with assigned staff and fire suppression staff.

Analyzes preventative maintenance records to determine degree of maintenance and repairs needed; write reports with recommendations.

Attends pre-bid, pre-construction, bid openings and related meetings to provide technical input regarding the work to be performed and contractual needs of the City.

Provides support with Fire Department determinations on renovation of existing buildings.

Keeps abreast of new code developments and conducts training sessions.

Performs other related supervisory and technical duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:


Knowledge of Florida Fire Prevention Code, Florida Administrative Codes, and applicable city ordinances that relate to fire prevention activities.

Knowledge of the principles, practices, techniques of a contemporary fire prevention operation.

Knowledge of life safety egress, fire alarms and sprinkler systems.

Knowledge of NFPA 101: Life Safety codes and standards

Knowledge of building construction methods and materials.

Ability to supervise and coordinate activities of subordinate staff.

Ability to visually detect defects in materials and work quality.

Ability to operate automobile to inspect construction sites.

Ability to walk over uneven terrain, roofs, and climb ladders to perform physical inspections.

Ability to interact with all types of personalities and to make sound technical decisions.

Ability to communicate effectively orally and in writing.

Ability to maintain complex records, prepare and present oral and written reports.

Ability to establish and maintain effective working relationships with employees, representative from other Bureaus, contractors, sub-contractors and the general public.
