Job Description
 
Performs administrative and professional work involving the daily operation of the Orlando Fire Planning Division. Is responsible for managing, reviewing, and implementing both current and long-range strategic goals and objectives. Provides technical expertise in planning and development related to land use, site, and capital improvement plans for new and existing fire station locations. Other duties include supervising staff, managing Division’s budget, and providing supervision over other divisional personnel relating to development review and project management. Employee represents the City and Department in both internal and external meetings. Work is performed under the direction of the Deputy Fire Chief and performance is reviewed through conferences, reports, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Planning, Public Administration, or related field and four (4) years experience in urban planning, municipal comprehensive planning, or development review, two (2) years of which must have been in a responsible supervisory or project management capacity; or an equivalent combination of education, training, and experience. Must possess valid Florida Driver's License, and valid American Institute of Certified Planners (AICP) designation or equivalent licensing directly related to an applicable area of specialization. May be required to pass police background check which includes polygraph.

Manages the daily operations of the Fire Planning Division.

Assigns, supervises, and evaluates the work of assigned staff.

Provides professional technical support.

Prepares and develops plans to address the economic, social, and physical impacts of the Fire Department resources.

Coordinates with staff from other departments to participate in strategic planning for new fire station locations and other capital improvement projects.

Develops and implements goals and objectives; recommends and administers policies and procedures.

Manages Division’s annual budget.

Works with City government and private consulting firms to develop comprehensive plans and programs for utilization of land and physical Fire Department facilities.

Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of land and Fire Department facilities to protect residential, commercial, industrial, and other community use occupancies.

Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal.

May review and evaluate environmental impact reports applying to specified private and public planning projects and programs.

Plans utilization of space and facilities for government agency, unit ,or business establishment consistent with requirements of organizational efficiency and available facilities and funds.

Inspects buildings and office areas to evaluate suitability for occupancy, considering such factors as air circulation, lighting, location, and size.

Measures or directs workers engaged in measurement of facilities to determine total square footage available for occupancy; computes square footage available for each member of staff to determine whether minimum space restrictions can be met.

Draws design layout, showing location of furniture, equipment, doorways, electrical and telephone outlets, and other facilities.

May review real estate contracts for compliance with government specifications and suitability for occupancy of employing agency.

May direct workers engaged in moving furniture and equipment and preparing facilities for occupancy.

Participates in the formulation, drafting, and production of the Land Development Code (LDC) Amendments including timelines, public questionnaire forms, drafts of proposed amendments, ordinance documents, agenda memos, and due process notifications.

Processes Comprehensive Plan future land use map and reviews site plan, rezoning, and plat applications.

Participates in the annual review of the City's Capital Improvement (CIE) of the Comprehensive Plan to ensure compliance with adopted LOS standards.

Transmits large and small scale Comprehensive Plan Amendments (as needed) to Volusia Growth Management Commission (VGMC) and to the Department of Economic Opportunity (DEO).

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of laws, recent developments, current literature, and sources of information in the field of professional public planning, housing, and community development grant program.

Knowledge of special and statistical research and investigative techniques used in the assimilation, evaluation, and presentation of data as it relates to the development of a master plan.

Knowledge of the principles and practices of City and metropolitan planning, including pertinent county, state, and federal laws and regulations.

Knowledge of socio-economic, housing, utility, traffic engineering, and legal problems involved in land use and City planning.

Knowledge of environmental considerations and programs for growth limitation and management.

Knowledge of budgeting and personnel management and organization of municipal, county, state, and federal governments.

Knowledge of procurement processes such as preparing RFQs, RFPs, and purchase orders.

Skilled in approaches and systems, which affect the design and implementation of programs and processes within the Division.

Skilled in making independent decisions.

Skilled in making technical decisions when necessary.

Ability to present findings and recommendations concisely, both in oral and written form.

Ability to establish and maintain effective working relationships with other department officials, municipal employees, professional groups, and the general public.

Ability to plan and define the limits of special studies and projects.

Ability to delegate authorization to plan, organize, and review the work of assigned professional and technical personnel in manner conducive to full performance and high morale.

Ability to monitor and control the Division annual budget.

Ability to perform budget date entry, compile reports, track trends anticipate fund shortages, and draft requests for additional funds for management’s signature.

Ability to audit program areas to ensure fund expenditures are justified and properly classified.
