Job Description
 
Performs responsible managerial and technical work overseeing the day-to-day operations of the Forensics Section including oversight of crime scene investigators, latent print examiners, and forensic imaging personnel as well as the print lab consisting of forensic video analysts and forensic photographers. Is responsible for providing direct supervision of assigned staff including the planning, coordinating, assigning, and scheduling of Section activities; evaluating work performed; and ensuring staff is properly trained and kept abreast of new developments in their technical fields. Develops and administers the annual operating budget and develops and/or revises operating policies, procedures, and performance standards. Work is performed under general supervision of the Crime Center and Forensics Division Commander. Work is reviewed through meetings, reports submitted, and results obtained. This position is on call at all scheduled times and responds to scenes of major incidents.

Minimum Qualifications:

Associate’s Degree in Business Administration or related field plus four (4) or more years of supervisory or managerial experience in technical field relating to the collection and processing of evidence and various forensic applications; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must have technical training in supervision and management, crime scene processing, photography, or fingerprint classification and identification. Must pass police background investigation which includes polygraph examination.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Plans, organizes, controls, and directs the operations of the Forensics Section through assigned supervisors; ensures adequate staff coverage for each shift by reviewing and discussing work schedules with unit supervisors.

Ensures timely and accurate processing and documentation of crime scene findings, latent print examinations, and forensic video and photo services.

Monitors and evaluates staff performance; counsels employees as needed; and initiates appropriate corrective actions. Selects and trains assigned personnel.

Studies Section operations and develops internal operating procedures to improve efficiency and effectiveness.

Consults with and provides technical assistance to Department personnel on matters relating to crime scene processing, latent print examinations, and forensic video and photo services.

Assists in developing and administering the annual operating budget; provides estimates on projects and equipment needs; and monitors expenditures to remain within approved budget.

Establishes program goals and objectives.

Ensures vehicles and equipment are properly serviced and maintained.

Attends various meetings and conferences as a representative of the Forensic Section.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of laws and regulations governing collection and management of evidence.

Knowledge of Police Department operations.

Knowledge of forensic science.

Knowledge of photographic processing procedures, mechanics of cameras, lens and lights, laboratory storage, or photographic equipment/chemicals.

Knowledge of crime scene and evidence management.

Knowledge of workplace safety issues, including blood-borne pathogens and other biological hazards.

Knowledge of fingerprint classification techniques and principles.

Knowledge of various blood detection techniques and chemicals.
