Job Description
|
|
Performs paraprofessional and administrative tasks for the Police Department to ensure agency compliance with Florida Crime Information Center (FCIC), National Crime Information Center (NCIC), and National Law Enforcement Telecommunications System (NLETS) policies and procedures. Primary duties include serving as agency administrator for crime data systems maintained by Florida Department of Law Enforcement (FDLE), acts as agency liaison during State and Federal audits, and validates records of wanted, missing or unidentified persons, stolen, lost abandoned or recovered vehicles and property (Hot Files). Work is performed independently and is reviewed weekly by the Communication’s Assistant Manager.
Minimum Qualifications:
Associate's Degree and four (4) years of related experience; or an equivalent combination of education, training and experience. 911 Public Safety Telecommunicator State Certification and Criminal Justice Information Systems (CJIS) Full Access Certification required.
Must successfully complete FCIC Agency Coordinator course, nexTEST Administrator course, CJIS Online Administrator course, Validations Administrator/User course, and CJIS Level 4 Security Awareness Certification within three (3) months of employment.

Maintains users in applications provided by FDLE (eAgent, nexTEST, CJIS Online, etc.) Ensures compliance with background check requirements and required CJIS Security Awareness and/or FCIC/NCIC Certification training and testing.
Ensures all OPD personnel and vendors with unescorted access to unencrypted Criminal Justice Information (CJI) complete a fingerprint based state and national criminal history check.
Enters expiration dates in the Enterprise Law Enforcement Records Management System (LERMS) based on weekly reports of test activity. Reaches out to employees that fail tests with instructions to re-take training before contacting FDLE to unlock their test.
Acts as primary contact for the triennial FDLE Full Access Records Audits (operational audits for users and technical audits for crime data) and assists the Local Agency Security Officer (LASO) with technical audits.
Validates Hot File entries to all original and supplemental reports as well as subsequent or additional documentation in case file, makes necessary corrections.
Contacts victims, complainants, or Clerk of Court’s office to determine if records are still active and valid. Documents contact information, to include method of contact, in case file. Modifies Hot File entry, notating name of validator and date of modification in the entry.
Verifies all information within hot files matches with FCIC.
Maintains up to date FCIC/NCIC Certification training records and up to date electronic retained applicant fingerprints.
Secures, protects, maintains, and properly disseminates various pieces of confidential information including, criminal, investigative, and operational or other sensitive information or materials.
Attends FDLE CJIS Annual Training Symposiums and FDLE meeting.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of FCIC/NCIC rules and regulations, codes, and query forms.
Knowledge of CJIS systems including but not limited to DAVID, FALCON AAA, nexTEST, CHRI, FINS.
Knowledge of Police Communications Systems.
Knowledge of CJIS Security Policies.
Skilled in using web-based applications.
Skilled in using Microsoft Office software.
Ability to review documents for accuracy, completeness, and compliance.
Ability to accurately enter and/or retrieve information from various computer systems and/or programs in a timely manner.
Ability to maintain effective files, records, and reports.
Ability to prioritize work effectively.
Ability to work independently.
Ability to communicate effectively verbally and in writing.
