Job Description
 

Performs professional, technical, and analytical work in Programming and Systems Analysis to ensure that systems critical to the Economic Development operation are meeting end user expectations and can flex to support changing business needs.  This includes troubleshooting of complex applications and software, with the ability to identify and resolve technical issues independently, and the development of custom programs or interfaces in response to end user feedback.  The Applications Administrator for Economic Development works across functional groups including Information Technology, 3rd party vendors, and internal City clients to develop short and long-term system plans, taking a lead role in their deployment.  Work is reviewed and guided by the EDIS Administrator.

Minimum Qualifications:
Bachelor's Degree with major coursework in Computer Science, Information Systems, Math, Business Administration, or related field with four (4) or more years experience in systems analysis and programming, including two (2) years project management experience; or an equivalent combination of education, training, and experience.

Considerable knowledge of computer programming, web services and APIs, data modelling and documentation techniques, database design and systems development.

Considerable knowledge of systems analysis, systems design research, data processing, mathematics and statistical reporting.

Software Design and Development Life-cycle knowledge

Working knowledge of project management methods

Proficiency in programming languages and concepts, with experience in front end development and user interface management (HTML, CSS, Javascript, .NET).

Experienced in the creation of test plans, test cases, and test scripts based on documented requirements

Understanding of and experience with SQL Server solutions for database interactions including custom queries for data retrieval and analysis

Ability to plan, organize, schedule, and complete tasks with minimal supervision

Ability to communicate orally and in writing with others, using both technical and non-technical language to explain complex technical issues and processes clearly and concisely.

Ability to operate a personal computer for extended periods of time.

Translate stated business needs into documented technical solutions.  Use knowledge of systems, applications, and business processes to evaluate options and determine the most appropriate course of action.

Designs, develops, tests, and implements new application systems; develops and presents specifications for all phases of development in accordance with departmental procedures, following technical best practices.

Develops logical and repeatable job flows with defined outputs according to end user specifications, which may include insert or retrieval of information from supporting databases and scheduled, published end products for staff or public use.

Communicates application problems and issues to key stakeholders, including management, development teams, end users, and department leaders

Checks existing programs within systems for errors in logic and program content; makes necessary changes.

Trains staff in the use of hardware, software or systems; prepares documentation and initial user training materials

Provides support for the testing of new and existing software applications under development or in consideration for purchase

Works directly with software vendors and outside consultants to coordinate testing and implementation of revisions, conversions, or upgrades, and aids in resolution of software related problems

Keeps abreast of emerging technology trends and their relevance to department objectives

Performs other related work as required
