Job Description
 
Performs administrative and supervisory work with responsibility for all benefit programs assigned to the Employee Benefits Section. Implements and administers plans, including healthcare, dental, life, long-term disability, and short-term disability. Oversees retirement counseling, retirement benefit processing, and administration. Participates in sourcing and selection of benefit consultants/vendors. Work is performed general supervision and is reviewed through discussions, reports submitted, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Business, Public Administration, Human Resources Management, or related field and three (3) or more years professional-level experience in Human Resources, three (3) years of which must have been in employee benefits; or an equivalent combination of education, training, and experience. Must be proficient in the use of computers, Microsoft business applications and HRIS. Supervisory and/or project management experience required.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Administers annual open enrollment process for employees and retirees; develops communications materials; and conducts training as needed.

Counsels employees and provides technical assistance on City Flex, deferred compensation, civilian and civil service pensions, and other assigned employee benefits programs.

Conducts meetings with current/new employees to explain City Flex benefit options; participates in all orientations for new hires.

Resolves problems with benefit consultants, various providers, and employees and dependents.

Supervises staff assigned to Employee Benefits and Wellness Section, including assignment of work, performance evaluations, training, employee selection, and discipline.

Oversees maintenance of City Flex enrollment records.

Supervises and provides technical assistance/direction to staff on City Flex and benefits administration data entry, changes, trials, mass updates, balancing of reports, etc.; ensures that all deadlines are met in these areas.

Participates in the development and administration of Section's annual budget; recommends goals, objectives, and funds needed for benefit programs; and participates in the development/revision of benefit programs, policies, and procedures.

Initiates all deductions for City Flex and spending accounts; approves and assigns processing of deductions for universal life insurance, pension deductions, and union dues for all civilian and civil service personnel.

Reviews, reconciles, and authorizes monthly vendor payments, including dental, vision, EAP, disability, and life insurance.

Ensures compliance with federal, state, and local legal requirements by studying existing laws and regulations and updates to legal requirements.

Uses extensive benefits experience and knowledge to develop and present ideas for improvement, build efficiencies, and enhance the delivery of employee benefits.

Participates in the RFP process of soliciting, evaluating, and selecting insurance providers.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of federal and state regulations governing insurance benefits and pension plans.

Knowledge of City policies and procedures.

Knowledge of the principles and practices of public personnel administration, including employee benefits records administration, compensation programs, and employee relations.

Knowledge of computerized personnel systems and personal computers.

Ability to assist in developing long-term plans and programs in evaluation of work accomplishments.

Ability to analyze facts and exercise sound judgment in arriving at conclusions.

Ability to plan, organize, and manage projects.

Ability to present facts and recommendations effectively, both orally and in writing.

Ability to establish and maintain an effective working relationships with City officials, employees, outside agencies, and the general public.
