Job Description

|
Performs professional and technical work in the delivery of support to end users in the organization about how to use various types of software programs efficiently and effectively in fulfilling business objectives. This includes troubleshooting complex applications and software for all users, such as operations, development, and other business units. This position is also responsible for creating and deploying feedback mechanisms for end users, analyze results, make recommendations for support process improvement, and implement changes. Enterprise Application Administrator must be able to work independently or in a team to troubleshoot, perform root cause analysis, identify, and isolate technical issues. Work is performed under limited supervision of the Systems Integration Manager and is evaluated while in progress and upon completion through direct observation, discussion, review of established procedures, and achievement of desired results.
Minimum Qualifications:
Bachelor's Degree in Computer Science, Information Systems, Business/Public Administration, or related field and four (4) years experience in supporting complex enterprise packaged (vendor) software solutions, in the Microsoft Windows operating environment; interpreting and writing SQL queries and supporting integrations utilizing APIs; or an equivalent combination of education, training, and experience in an applicable technical environment. In addition, candidate has the ability to work independently, troubleshoot incidents and design & architect solutions based on City standards.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Maintains and enhances performance of all new and existing software and applications across the organization
Handles problem tickets from end users to resolve application and software issues within servers, databases, and other mission-critical systems
Records, tracks, and documents the problem-solving process, including all successful and unsuccessful decisions made, and actions taken, through to final resolution
Evaluates documented resolutions and analyze trends for ways to prevent repeated future problems
Communicates application problems and issues to key stakeholders, including management, development teams, end users, and unit leaders
Performs preventative maintenance, including the installation of service packs, patches, hot fixes, anti-virus software, and so on
Conducts research into software application products and services in support of development and purchasing efforts
Provides support for the testing of new and existing software applications under development or consideration for purchase
Performs other related duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of computer programming, fundamentals of project management, data modelling and documentation techniques, database design and systems development.
Considerable knowledge of systems analysis, systems design research, data processing, mathematics and statistical reporting.
Knowledge of personal computers and their respective applications.
Knowledge of relevant business, accounting and record keeping practices.
Ability to coordinate and review work of assigned staff.
Ability to conduct research and express ideas clearly and concisely, both orally and in writing.
Ability to effectively communicate technical ideas to users and management personnel in individual and group settings.
Ability to establish and maintain effective working relationships with Information Systems and client staff.
