Job Description

|
Performs advanced strategic, technical, and supervisory work for the City’s digital communication strategy. Responsible for website content development and policy management, social media account management, creating the strategy for content creation across multiple digital platforms, online training and meetings, advising on web-based communications and online engagement initiatives and ensuring compliance with local, state and federal electronic communications regulations, records, archive, and subscription management. Work is of a specialized nature requiring administrative and advanced technical ability in strategy development of emerging electronic and web-based technologies. Oversees the digital communications team that assists with the creation and coordination of digital content to ensure strategic, effective, and consistent delivery of information to the general public and employees. Manages/supports digital-related projects, including website enhancements, email campaigns, and social media. Maintains, monitors, and optimizes social media channels daily, including Facebook, Twitter, Instagram and LinkedIn. Responsible for driving engagement with city content across channels, including the website and social media. Works closely with key stakeholders and city departments to implement the city’s communications strategy to deliver information and services and engage citizens via social, mobile, and digital technologies. This position reports directly to the Communications Manager in the Office of Communications and Neighborhood Relations. Work is performed under general supervision and reviewed through discussions and evaluation of results obtained.
Minimum Qualifications:
Bachelor's Degree in Communications, Marketing, Public Relations, Web Design, or related field and three (3) years experience in the management and evaluation of digital strategy (including social media platforms in a professional environment, HTML/CSS, and managing content in WordPress, SharePoint, and/or other content management systems, Web and Internet design, analysis, and management); to include two (2) years relevant communication and supervisory experience and one (1) year experience with Adobe Creative Suite of products; or an equivalent combination of education, training, and experience. Excellent knowledge of Google Analytics and SEO best practices required.

Develop and implement a digital communication strategy that is aligned with the City’s mission and priorities.
Advise City staff on digital communications strategy including electronic communications and online engagement initiatives.
Manage external City websites, such as cityoforlando.net, including overseeing the drafting, editing and uploading of content.
Create, adapt, improve and optimize web communication for SEO and organic keyword search.
Manage the city’s digital presence ensuring consistency of appearance, functionality, security and conformance to policies and style guidelines.
Writes and distributes the City’s internal email newsletter on a weekly basis.
Collect, prioritize and drive internal website enhancements and upgrades in conjunction with the digital services team in Information Technology.
Monitor and provide appropriate responses to questions/requests for information via the website.
Manage, monitor and evaluate city social media accounts. Ensure a consistent brand and voice is used across social media channels. Create and post compelling social media content that engages followers. Monitor social media traffic and respond with appropriate consultation from city departments.
Manage the policies that govern the City’s social media accounts, such as Facebook, Twitter, Instagram YouTube, and Flickr
Provide management and technical support for the City’s Intranet.
Provide training and technical assistance to other City staff responsible for maintaining specific web pages and social media accounts.
Keep current on local, state and federal regulations on government use of electronic and online communications to ensure City compliance.
Monitor web and social media tools, trends and applications. Develop performance metrics; track, compile, and analyze website and social media usage data and other key metrics through Google Analytics and other data analysis tools.
Serve as an advisor and resource to City elected officials and staff to promote the effective and efficient use of web-based communication technologies and methods.
Analyze the City’s electronic and online communication and marketing strategies and activities on a regular basis.
Identify and communicate key findings, trends, and benchmarking in online communications, including evaluating the key parameters and trends of web-based communications and technologies on a regular basis.
Implement electronic and online tools and continuously improve the City’s external and internal websites and social media sites.
Proofread and edit content to ensure messages are coherent and reinforce strategic communications plans and adhere to city standards.
Engage with residents and businesses to identify electronic and online communication needs to be addressed and provide and implement solutions accordingly.
Performs other related duties as assigned.

Knowledge of digital communication technologies, methods, techniques, equipment, design principles and evaluation processes
