Job Description
 
Performs public-facing, entry-level work involved with qualifying individuals for housing rehabilitation and down payment assistance through the City of Orlando. Performs paraprofessional-level work. This intake specialist collects and evaluates pertinent information and counsels applicants regarding personal finances all while following grant rules and regulations to determine eligibility for assistance. Work is performed under moderate supervision of the grant manager and is reviewed while in progress and upon completion through discussions, review of files, and reports submitted.

Minimum Qualifications:

Associate's Degree in Government, Finance, Business Administration, or the social sciences with two (2) years public contact work to include experience in customer relations, finance, credit administration, housing counseling; or an equivalent combination of education, training, and experience.

Verifies information provided by applicants by contacting appropriate sources such as mortgage loan companies, insurance companies, banks, governing agencies and employers researching and reviewing legal descriptions and deeds to verify property ownership and determine if any liens or judgments against the property.

Interviews applicants to determine eligibility for housing rehabilitation assistance using the Section 8 Income and Assets guidelines in accordance with HUD's 24 code of Federal Register (CFR), the State Housing Initiative Program (SHIP), HOME funding program and the City of Orlando Housing Rehabilitation policy guidelines.

Prepares and conducts closing for the eligible rehabilitation property and files an appropriate closing documents with County Records department. Prepares and files satisfaction of Mortgages when lien obligation ends. Review subordination agreements request and recommends approval or denial.

Counsels applicants regarding personal finances; interprets and explains housing rehabilitation program, rules and regulations governing eligibility, grants, legal rights and obligations, credit, real estate and mortgage terminology, and other homeownership matters. May travel to clients home to hold meetings.

Contacts banks and mortgage companies in an effort to obtain housing rehabilitation loans and mortgage loans for those not eligible for the City's program and those wanting to purchase reconditioned homes.

Process all relevant documents and maintains case files.

Performs other related work assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of processes and procedures employed in housing and financial counseling activities and SHIP Program.

Knowledge of current public and private loan and grant programs designated for the purchase or improvement of residential property.

Knowledge of real estate principles and laws.

Knowledge of construction terms and accounting principles and procedures.

Knowledge of programs and agencies that render housing assistance.

Knowledge of the objectives and procedures of urban renewal and redevelopment.

Extensive knowledge and use of Microsoft Word, Excel, Lotus Notes and File maker Pro.

Ability to counsel persons of diverse social and economic backgrounds.

Ability to communicate effectively orally and in writing.

Ability to prepare and deliver written and oral reports.

Ability to set up, maintain and draw down HUD funded activities using HUD's Integrated Disbursement Information System (IDIS), research Maps utilizing the City or Orlando's Knowledge Base Software while maintaining accurate records..

Ability to establish and maintain effective working relationships with employees, various City Departments, homeowners, contractors, public agencies, lenders, public officials, and the general public.
