Job Description

|
Performs paraprofessional and technical office work involving moderately complex purchasing and administrative tasks according to established procedures, division/departmental guidelines, internal controls, and regulatory requirements applicable to the work. Performs entry-level and basic routine administrative support work relating to procurement functions. Work includes the issuance of small dollar purchase orders, term contracts renewal, bond and insurance certificate management, benchmarking research, assisting with the solicitation process, serving as a Division expert in Microsoft Office and fillable documents, and functioning as a person for procurement systems (i.e., VendorLink, Contract Management System, and Workday). Work is performed under the general supervision of the Assistant Chief Procurement Officer. Work is reviewed while in progress and upon completion through review of data/reports, direct observation, and discussions to ensure compliance with prescribed standards, practices, and applicable policies, procedures, and ordinances.
Minimum Qualifications:
Associate’s Degree in Business Administration or related field and two (2) years of technical experience supporting buying and contract administration, preferably in a government environment; or an equivalent combination of education, training, and experience. Must be able to help with technical assistance. Must be very organized as work is performed in a multi-tasking environment.

Provides guidance and assistance to City employees, other governmental agencies and vendors to help accurately complete the procurement and contracts process in accordance with established policies.
Coordinates with internal departments within the City and contract vendors in processing Term Contract Renewals.
Reviews, responds, and processes Public Records Requests (PRR).
Processes requisitions and issue Purchase Orders.
Conducts market research and benchmarks various practices throughout public procurement organizations.
Performs file room maintenance and is responsible for records retention.
Manages expiring insurance certificates and bonds for contracts.
Assists with electronic bidding, fillable documents and other help as required
Compiles and analyzes various statistical data and transactional information for the purpose of daily, monthly, and year-end reporting; analyze and report historical and projected information.
Audits Electronic Bid files for accuracy and completeness.
Runs Workday and Contract Management (CMS) Reports for the Assistant Chief Procurement Officer and the Chief Procurement Officer.
Trains other department personnel on CMS and Workday requisitions and purchase orders.
Develops manual and/or assist in the development of procurement procedures and practices.
Helps with technical assistance as required.
Submit advertisements of RFXs to newspapers, suppliers and other outlets as appropriate.
Assists with receipt, review and compliance with requirements of bids or proposals.
Maintains current knowledge of trends and developments regarding governmental procurement procedures, regulatory changes, and new technologies.
