Job Description
 
Performs supervisory work and provides administrative oversight in planning, scheduling repairs, new installation construction, and maintenance and rehabilitation on approximately 250 miles of storm pipe. Primary duties include scheduling, assigning, and inspecting the work of storm drainage construction and maintenance/repair crews, training personnel, and estimating project costs. Work is performed under the general supervision of the Stormwater Management Program Manager and reviewed through conferences, oral/written reports, and results obtained.

Minimum Qualifications:

High School Diploma/G.E.D. Certificate and a minimum of four (4) years of responsible experience in storm drainage, construction, and maintenance, two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Class B CDL required. Florida Water & Pollution Control Operators Association (FWPCOA) Stormwater certification may be required.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Ensures crawler/truck, bulldozers, loaders, backhoes, bucket machines, large tractor, large dump trucks,and other auxiliary construction equipment is working properly.

Supervises construction/repair projects daily in progress throughout the City. Makes field modifications to projects as necessary, provides assistance to crew leaders and individual equipment operators as required.

Prepares and/or reviews daily records regarding charges for labor, equipment, materials and production. Keeps time and attendance records on crew leaders, crew chiefs and operators. Verifies correctness of this and other miscellaneous, daily information.

Implements training programs as necessary to insure continuing operational capability due to absences of personnel.

Receives complaints from the general public and responds by personal visit and discussion with complainant. Determines extent of problem and agency responsible for correction. Recommends appropriate remedy and informs the complainant.

Participates in the development of the annual operating budget. Procures materials and supplies.

Recommends the selection, training, discipline, and/or termination of employees. Insures that all personnel assigned to program adhere to safety codes and wears proper safety equipment on the job.

Performs other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of principles, practices, methods, techniques, materials, tools, and equipment used in municipal storm drainage system construction, maintenance and repair.

Knowledge of effective supervisory techniques.

Knowledge of maintenance planning and scheduling techniques.

Knowledge of occupational hazards and appropriate safety precautions.

Knowledge of local and state storm drainage construction and maintenance rules, regulations, laws, and ordinances.

Skill in the operation of bulldozers, loaders, backhoes, bucket machines, large dump trucks, and other auxiliary construction equipment.

Ability to manage the work of a large, diversified staff effectively.

Ability to read and interpret sketches, diagrams, blueprints, and charts.

Ability to analyze work management systems and associated work methods and implement modifications for improvement.

Ability to maintain records, prepare oral and written reports and impart them effectively.

Ability to establish and maintain effective working relationships with subordinate personnel, other employees, municipal officials, and the general public.

Ability to perform duties under adverse conditions such as extreme weather, confined areas, exposure to fumes, chemicals, insects, noise.
