Job Description
 
Performs responsible supervisory and administrative work for several crews that repair, maintain, and construct the City of Orlando streets. Responsible for preparing daily work schedules for several crews, tracking and recording data from crew-generated timesheets, reading and creating emails, and recording information in an electronic work order database. Supervises and schedules work for Field Supervisors, Crew Leaders, and Equipment Operators of all levels within the Street Maintenance/Construction Program. Responsible for responding to citizen complaints and making recommendations for problem resolution. Work is performed under the general supervision of the Street Maintenance/Construction Program Manager. Work is reviewed through conferences, oral/written reports, and results obtained.

WATER RECLAMATION: Performs supervisory and administrative work over crews responsible for the opening of various streets, driveways, and sidewalks to facilitate the installation, maintenance, and repair of the wastewater collection system. Ensures restoration in accordance with local regulatory agency standards. Assists in hiring and evaluating personnel. Provides direction to enhance work performance of subordinates; responds to any emergency repair on the wastewater collection system/reclaimed water distribution system needed during designated duty weeks and makes decisions on how to conduct the repair based on the severity and difficulty. Informs the public and affected utilities of pending service disruption and protects the integrity of the wastewater collection system/reclaimed water distribution system by ensuring high-quality workmanship during all phases of construction, maintenance, and repair. Work is performed under the supervision of a Systems Evaluation and Maintenance Supervisor and reviewed through direct observation and discussions while in progress and upon completion.

Minimum Qualifications:

High School Diploma/G.E.D. Certificate and a minimum of four (4) years of responsible experience in roadway, concrete, and asphalt construction and repair, two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Class B CDL required.

WATER RECLAMATION: High School Diploma/G.E.D. Certificate and four (4) years of experience in the testing, inspection, and repair of manholes and sewer lines, two (2) of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. FDOT Advanced Temporary Traffic Control (TTC) or Maintenance of Traffic (MOT) Certification required. Valid Florida Class B CDL required. GOAA Secure Area Access I.D. badge required within ninety (90) days of hire. Florida Class B Water and Pollution Control Collection Technician License required within the time limit set by the department.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Prepares daily schedules and assignments for several crews to perform work.

Prepares forms and calls for underground utility locations in preparation of crews to perform their assignments.

Orders support materials and supplies (i.e., concrete, asphalt, brick, tools and equipment) that are necessary for crews to perform their jobs.

Supervises and inspects several crews on a daily basis for productivity and quality control.

Performs personal inspection of citizen referrals as they are received, talk to the homeowners to answer questions and inform them of Division/Program procedures.

Track daily production from crew generated time sheets.

Organize and complete work orders that include dates, personnel and materials used to complete tasks within prescribed time frames.

Recommends the selection, training, discipline, and/or termination of employees. Insures that all personnel assigned to program adhere to safety codes.

Performs other duties as assigned.

(Water Reclamation)
Assists manager in coordinating project activities between engineers, contractors, developers & various city, county and state inspectors.

Instructs, motivates and ensures the proper training of trainees, technicians & equipment operators to develop good work habits, safe work practices and progressive career path and promotes teamwork.

Assigns and inspects the work of crews engaged in the inspection, testing, and repair of manholes and sewer lines to reduce excessive water entering the sewer system, stopped sewers and line locates.

Trains staff in equipment operation, proper work methods and safety.

Advises staff of performance standards, contract requirements, safety regulations and City policies and procedures.

Schedules equipment for preventive maintenance.

Inspects tools, testing devices, and related equipment to ensure they're maintained and functioning properly.

Assists with maintenance of section productivity records, compilation of data, and preparation of monthly and quarterly performance reports.

Participates in the selection of personnel, monitors performance, counsels as needed to correct deficiencies, initiates and recommends discipline, promotion, and other personnel actions.

Attends construction meetings.

Performs other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of principles, practices, methods, techniques, materials, tools, and equipment used in sidewalk, driveway, curb, street, guardrail and fence construction, maintenance and repair.

Knowledge of work-zone safety practices.

Knowledge of Florida One Call underground utility locating system.

Knowledge of concrete and asphalt mixing formulas and what is required for each type of sidewalk of road.

Knowledge of maintenance planning and scheduling techniques.

Knowledge of occupational hazards and appropriate safety precautions.

Knowledge of local and state street and sidewalk construction and maintenance rules, regulations, laws, and ordinances.

Skilled in the proper operation and use of roadway and concrete construction equipment and tools.

Skilled in concrete finishing, brick street laying, and asphalt work.

Skilled in the operation of portable underground utility locating devices.

Ability to manage the work of a large, diversified staff effectively.

Ability to read and interpret complex plans, sketches, diagrams, blueprints, and charts.

Ability to coordinate underground utility locates, supplies, equipment and manpower to complete repairs and construction projects on time, within budget and of high quality.

Ability to establish and maintain effective working relationships with subordinate personnel, other employees, municipal officials, and the general public.

Ability to perform duties under adverse conditions such as extreme weather, exposure to fumes, chemicals, insects, noise and confined areas.

Knowledge of utility safety practices, utility construction practices, trench safety and confined space entry.  

Knowledge of techniques and procedures to conduct various technical tests of sewer lines, including but not limited to smoke/dye flow isolation.

Knowledge of Sunshine One Call and safety regulations and procedures.

Skilled in the operation of computer equipment and automated mapping applications.

Ability to effectively communicate verbally and in writing.

Ability to physically perform inspections which involves extensive walking, kneeling crawling, and operating an automobile under sometimes adverse weather conditions.

Ability to make sound technical decisions and detect defects in materials and workmanship.

Ability to read and interpret technical plans and specifications.

Ability to operate personal computer and various office equipment and software/programs.

Ability to establish and maintain effective work relationships with contractors, City employees, representatives of regulatory agencies and the general public.

Ability to prepare clear and concise administrative and technical reports.

Ability to perform inspections of sewer lines which involves descending into underground sewers and climbing in rough terrain, and exposure to noxious fumes, extreme weather conditions, and insects.
