Job Description
 
Under general supervision, applies knowledge, skills, and abilities to perform responsible maintenance activities on instrumentation and controls equipment. Performs a variety of electronic and mechanical maintenance and repair activities on a wide range of instrumentation and controls equipment. Maintains the safe and efficient operation of wastewater treatment plants and lift stations to avoid damage to instrumentation equipment and involves the installation, operation, maintenance, testing, and repair of instrumentation and controls, switchgear, metering, and control systems. Work is reviewed through conferences, observations, and feedback from immediate supervisor.

Minimum Qualifications:

Associate of Science Degree in Electronics Technology or High School Diploma/G.E.D. Certificate and completion of electronics trade school, plus three (3) years of hands-on instrumentation experience in an industrial environment; or an equivalent combination of education, training, and experience. The successful candidate must have the ability to score at least 70% on the Technicians Exam. A valid Florida Driver's License is required. Must pass respirator physical; no facial hair allowed between the face and sealing surface of the respirator face piece. Must have a phone or be reachable in the event of an emergency work situation.

Additional Qualifications for Promotion:

Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. Last performance evaluation must have resulted in an overall rating of meets standards or better with no factor rating less than meets standards. A current Instrumentation Technician II must have at least one (1) year experience in their current position and be able to demonstrate all of the Knowledge, Skills and Abilities (KSAs) listed above, plus demonstrate proficiency in performing the three additional duties listed below.
1. Act as the technician in charge of all DEP or OSHA required documentation for a Treatment Plant or Lift Stations, meaning that the technician shall record all required documentation and keep such records on hand in good organization, ready at all times for inspection.
2. Suggest new equipment for test and evaluation. The technician will stay informed on all new equipment being used in the wastewater industry through the reading of technical publications.
3. Perform supervisor/administrative tasks as required, such as CMMS scheduling and work order completion, payroll administration such as Leave Request, Overtime Request, and KRONOS payroll software.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Troubleshoots and diagnoses instrumentation and control equipment; when malfunction occurs, determines appropriate method of correction and coordinates and/or performs required maintenance or repair

Disassembles instrumentation and control equipment and rebuilds, repairs and/or replaces necessary parts

Inspects and checks performance of instrumentation and control equipment with the use of precision instruments such as digital volt meter, oscilloscope and milliamp current source, waveform generator, calibrated pressure source; compares measured values and adjusts to acceptable tolerances

Maintains records of performance checks and service of instrumentation equipment in order to anticipate and prepare for future malfunctions

Plans, schedules, and performs calibration and preventive maintenance to repair or modify defects and maintain operating condition of instrumentation and control equipment

Reviews and interprets blueprints, schematics, wiring diagrams and P&ID loop drawings for proper operation and maintenance/repair of instrumentation and control equipment

Estimates time, parts, tools and equipment needed for instrumentation repair and maintenance projects and completes appropriate forms to obtain items

Provides input to Safety Coordinator regarding proper operating procedures with other plant personnel to ensure proper operation and maintenance of generation equipment

Makes recommendations as to design changes to improve the performance or maximize the operational life of generation equipment and provides input as to the specifications for new equipment

Perform other related duties incidental to the work described herein


KNOWLEDGE, SKILLS AND ABILITIES:

Comprehensive knowledge of different types of level measuring instrumentation (ultrasonic, diaphragm pressure, differential pressure, resistive tape, capacitance probe and radar) and its theory of operation with specific manufacturer experience

Comprehensive knowledge of different types of pressure measuring instrumentation (gauge, absolute and differential) and its theory of operation with specific manufacturer experience

Comprehensive knowledge of different types of temperature measuring instrumentation (both thermocouple and RTD) and its theory of operation with specific manufacturer experience

Comprehensive knowledge of different types of flow measuring instrumentation (magnetic flowmeters, turbine flowmeters, ultrasonic flowmeters, Doppler flowmeters and various open channel flowmeters including Parshall Flume, V Notch and Rectangular Weir) and its theory of operation with specific manufacturer experience

Comprehensive knowledge of different types of analytical measuring instrumentation (pH analyzer, chlorine analyzer, turbidity meter, nitrate analyzer and ammonia analyzer) and its theory of operation with specific manufacturer experience

Comprehensive knowledge of solenoid valves and electric valve actuators and their theory of operation with specific manufacturer experience

Comprehensive knowledge of variable frequency drives and their theory of operation with specific manufacturer experience

Comprehensive understanding of the City of Orlando Lift Stations types, locations and operations

Comprehensive understanding of the City of Orlando Wastewater Treatment Plant locations, processes and operations

Comprehensive understanding of programmable logic controller (PLC) programming; to include viewing PLC code online, uploading and downloading and forcing points
