Performs paraprofessional and administrative work with responsibility for internal and external communication efforts on behalf of the City of Orlando Water Reclamation Division, disseminating information to media outlets and citizens of the City. Works closely with the Communications Division and the Water Reclamation Division to ensure smooth media and public relations functions. Work performed under the supervision of the Water Reclamation Compliance Manager.
STORMWATER: Performs paraprofessional and administrative work with responsibility for internal and external communication efforts on behalf of the City of Orlando Streets and Stormwater Division, disseminating information to media outlets and citizens of the City. Creates educational programs, campaigns, and presentations to educate local schools, groups, and associations. Works closely with the Communications Division and the Streets and Stormwater Division to ensure smooth media and public relations functions. Work performed under the supervision of the Stormwater Compliance Program Manager.
WETLANDS: Performs paraprofessional and administrative work with responsibility for internal and external communication efforts on behalf of the City of Orlando Water Reclamation Division – Orlando Wetlands Park. Oversees the operations of the Visitor Center and disseminates information to media outlets and citizens of the City. Works closely with the Communications Division and the Water Reclamation Division to ensure smooth media and public relations functions. Work performed under the supervision of the Wetlands Manager.
Minimum Qualifications:
Associate’s Degree with coursework in Education, Marketing, Communications, or Environmental Studies and three (3) years of experience developing and administering educational, promotional, or marketing programs; or an equivalent combination of education, training, and experience. Knowledge of various web content management system software preferred.
WETLANDS: Associate’s Degree with coursework in Education, Marketing, Communications, or Environmental Studies and three (3) years of experience developing and administering educational, promotional, or marketing programs; or an equivalent combination of education, training, and experience. Basic Wildland Firefighter courses S130 and S190 preferred.

Responsibilities

Coordinates with the City Communications Division and Water Reclamation Division on the overall plan, coordination, organization and direction of all communication strategies and Water Reclamation information activities.
Provides information to media outlets by generating news releases and coordinating media interviews. Serves as a proactive media liaison between Water Reclamation Division and the Communication Division.
Establishes and maintains relationships with representatives from the community, department management, employees and public interest groups.
Provides oversight and appropriate responses for all internal and external communication efforts; prepares and distributes a variety of internal publications, notices and newsletter; serves as an editor for Water Reclamation Division articles.
Engages in research, writing and other activities to provide analysis, recommendations and strategies on communication issues affecting the organization.
Provides media support during emergency activation; provides and coordinates communication efforts with the Communications Division, Emergency Operations Center and other local agencies.
Offers advice to the management and supervisors on matters concerning the Division’s public image.
Develops and implements policies and procedures to ensure efficient and responsive public communication.
Assists with ensuring the Department’s website information is up to date and accurate, as well as responding to citizens questions related to the website.
Creates educational programs, projects, seminars and presentations to educate local schools, groups and associations throughout the region concerning all aspects of water reclamation.
Prepares educational posts and videos concerning current Division topics and coordinates with the Communication Division to deliver successful and up to date social media campaigns.
Coordinates and manages facility tours of the Wastewater Learning Center and plant tours.
Responsible for capturing photographs for agency publications and special events when required.
Performs related duties as assigned.

Supervises the Wetlands Park Visitor Center staff.

Responsible for coordinating the biannual Orlando Wetlands Festival or other public events as required.

Helps to coordinate volunteers at the Wetlands Park.
Assists with the Wetlands Program prescribed fire crew as needed.
Performs related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the operating principles and practices applicable to Water Reclamation treatment plant equipment and machinery.
Extensive knowledge of the occupational hazards and safety precautions required of the work.
Some knowledge of mechanical maintenance and lubrication requirements of the equipment operated.
Ability to research and understand the operation of various treatment process units, including mechanical equipment and machinery.
Ability to accurately develop and document routine operating and recording procedures using various software platforms including MS Word, Adobe Acrobat, and web documentation.
Ability to understand and follow oral and written instructions.
Ability to communicate clearly and concisely, orally and in writing.
Ability to input information into a computer system and maintain accurate logs and records.
Ability to identify and document faulty operating characteristics in equipment or processes and make recommendations as to corrective actions.
Ability to work in and around raw sewage on a daily basis with varying noise levels and odors.
Ability to work around chlorine, methane, and other hazardous materials.
Ability to perform inspections and work assignments, which involve various physical duties such as walking, climbing stairs, twisting and turning.
Ability to operate a motor vehicle.
Ability to read and understand FDEP Rules & Regulations regarding the operations, maintenance and staffing of Water Reclamation Facilities.
Must possess the ability to ensure that all O&M Manual documents conform to FDEP standards.
