Job Description

Performs responsible specialized technical and supervisory work over multiple field crews and line locate personnel engaged in inspection, construction, cleaning, maintenance, repair, evaluation, and rehabilitation of the wastewater sewer system. Work is performed under the direction of the Wastewater Systems Evaluation and Maintenance Manager and is reviewed upon completion through direct observation, reports submitted, meetings, and results obtained from field work.

Minimum Qualifications:

High School Diploma/G.E.D. Certificate and three (3) years experience in the testing, inspection, and repair of manholes and sewer lines, some of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Class B CDL required. Florida Class B Water and Pollution Control Collection Technician License required within the time limit set by department. GOAA Secure Area Access I.D. badge required within ninety (90) days of hire. Must have a home phone or cell phone.

Responsibilities

Assigns and inspects the work of crews engaged in the inspection, testing, and repair of manholes and sewer lines to reduce excessive water entering the sewer system, stopped sewers and line locates.

Determines the placement of flow meters and water gauges to ensure accurate monitoring/recording of sewer flows and groundwater/rainfall levels.

Oversees and participates in pressure smoke/dye testing; ensures residents and OFD are notified of scheduled testing dates.

Reviews and records results of smoke/dye tests, flow isolation, televised inspections, wet well/pump draw downs and other tests; recommends additional testing, study areas, and repair methods to determine amount of inflow/infiltration and the appropriate sewer line repair; issues and follows up on City Code Violations.

Inspects private sewer systems to insure compliance to the City Code; update public and private system data by updating maps.

Prepares of various technical reports outlining findings and appropriate corrective measures to be taken.

Trains staff in equipment operation, proper work methods and safety. Advises staff of performance standards, contract requirements, safety regulations and City policies and procedures.

Schedules equipment for preventive maintenance; inspects tools, testing devices, and related equipment to ensure they're maintained and functioning properly.

Assists with maintenance of section productivity records, compilation of data, and preparation of monthly and quarterly performance reports.

Participates in the selection of personnel; monitors performance, counsels as needed to correct deficiencies, initiates and recommends discipline, promotion, and other personnel actions.

Attends construction meetings on behalf of the Wastewater Bureau.

Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of environmental regulations and ordinances governing sewer flow reduction programs and repair techniques.

Knowledge of Sunshine One Call and safety regulations and procedures.

Knowledge of techniques and procedures to conduct various technical tests of sewer lines, including but not limited to smoke/dye flow isolation, night time wiring, ground water monitoring.

Knowledge of various sewer line maintenance, repair/rehabilitation techniques and procedures such as sewer line cleaning, flow control, television inspection, sewer pipe joint testing and sealing, manhole sealing, sewer line slip lining, and manhole lining processes.

Knowledge of utility safety practices, cured-in-place, lateral lining process, utility construction practices, trench safety and confined space entry.

Skill in the operation of groundwater monitoring and recording equipment.

Skill in operation of computer equipment and automated mapping applications.

Ability to collect and interpret technical inflow/infiltration data and draw valid conclusions.

Ability to establish and maintain effective work relationships with contractors, City employees, representatives of regulatory agencies and the general public.

Ability to prepare clear and concise administrative and technical reports.

Ability to perform inspections of sewer lines which involves descending into underground sewers and climbing in rough terrains, and exposure to noxious fumes, extreme weather conditions, and insects.

Ability to operate personal computer.

Ability to supervise the work of several crews.

Ability to inspect sewer lines which may involve frequent walking.

Ability to read and interpret engineering plans, maps and blueprints.
