Job Description
|
|
Performs advanced professional planning work responsible for management of the City's Land Development, Growth Management, Transportation Planning, and Urban Design. Implements investments and strategies to achieve City of Orlando objectives; assigns, supervises, and coordinates tasks and work program activities; provides policy direction; manages work processes and schedule; develops program goals and objectives; and develops and administers operating budget. Work is performed under the general direction of the Economic Development Director. Performance is reviewed through conferences, reports, and observation of results achieved.
Minimum Qualifications:
Master's Degree in Planning, Public Administration, or related field and six (6) or more years urban planning or related experience; or Bachelor's Degree in Planning, Public Administration, Legal Studies, or related field and eight (8) or more years urban planning or related experience; or an equivalent combination of education, training, and experience. At least three (3) years of supervisory or project management experience required. Valid Florida Driver's License required. Certification from the American Institute of Certified Planners (AICP) or equivalent licensing related to the applicable area of specialization desired.

Responsibilities

Assigns, supervises, and coordinates tasks and work program activities for professional, technical, and clerical staff; provides policy direction; and manages work processes and schedules.
Develops divisional sectional work program for each fiscal year; sets divisional goals and objectives; prioritizes activities; and makes estimates for projected level of activities.
Participates in and provides direction in the review of development proposals such as subdivisions, Growth Management Plan amendments, rezonings, annexations, abandonments, planned developments, public benefit uses, variances, special exceptions, conditional uses, and developments of regional impact.
Meets with development professionals, developers, outside agencies, and the public regarding development proposals or other problems, thus serving a key liaison role; participates in community organizations, forums, task forces for purpose of presenting or discussing City developments or planning strategies/programs.
Serves on assigned committees.
Prepares monthly and quarterly performance reports.
Prepares, analyzes, reviews, and edits complex development and/or redevelopment project plans, contracts, and other related documents; ensures that project plans comply with applicable regulations, policies, and agreements.
Reviews community development and redevelopment plans; researches, analyzes, and prepares RFPs, RQS, and DSNID documents and sign-offs as appropriate.
Coordinates, administers, and implements projects.
Monitors progress of projects including active construction sites; deals with developers and contractors; resolves problems; negotiates changes; handles budgets; and prepares appropriate documentation to ensure compliance with the provisions of City contracts and agreements.
Provides information to interested parties and officials on community redevelopment project opportunities, assists with grant applications, and secures other funding sources.
Participates in the preparation of annual reports to state and federal agencies; prepares status reports; assists with audit activities as, appropriate; and provides information and responds to difficult and sensitive inquiries and complaints.
Serves as Recording Secretary for the Downtown South Neighborhood Improvement District Advisory Board.
Attends various meetings including CRA, DDB, DRC, Municipal Planning Board, and various advisory committees; advises officials, developers, and other interested parties regarding community planning issues and requirements; and may make presentations.
Manages maintenance contracts for several public spaces within the City.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of urban planning, land use, and urban design.
Knowledge of recent developments, current literature, and sources of information regarding urban planning.
Considerable knowledge of research techniques.
Knowledge of public or business administration with particular reference to City and municipal administration.
Knowledge of database, spreadsheets, graphics, word processing, statistical analysis, and publishing software.
Ability to operate personal computer and related equipment.
Ability to communicate effectively, both orally and in writing.
Ability to analyze facts and exercise sound judgment in decision making.
Ability to interpret planning, zoning laws, and administrative rules to other governmental officials and the public.
Ability to supervise assigned personnel.
