Job Description

Performs responsible technical field and office work for complex crime scene investigations, documenting crime scenes, evidence identification, collection, processing, preservation, and submission; producing detailed reports; testifying in court proceedings; and performing other duties as assigned. Employees assigned to this classification must complete an extensive training program to reach full proficiency in all areas. Work is performed under the general supervision of the Forensics Manager. Performance may be reviewed while in progress and upon completion through direct on-site observation, conferences, and review of reports.

Minimum Qualifications:

Associate's Degree in Crime Scene Technology, Crime Scene Investigations, Forensic Science, or related field, three (3) years experience in crime scene processing or photography, and successful completion of eighty (80) hours of International Association for Identification (IAI) board-approved structured programs and/or training; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass proficiency exam, medical and psychological examinations, and thorough background check which includes polygraph. International Association of Identification (IAI) certification as a Level 1 Certified Crime Scene Investigator required within sixteen (16) months of hire.

Additional Qualifications for Promotion (Crime Scene Investigator I to II):

Minimum one (1) year experience as a Crime Scene Investigator I. Last performance evaluation must have resulted in an overall evaluation rating of "Meets Standards" with no individual rating below “Meets Standards." No discipline resulting in suspension for one (1) year prior to promotion. Promotions are not to be considered as an automatic function of longevity and are subject to the review and authorization of the Manager. Requests for promotion are to be initiated by the program manager.

Responsibilities

EXAMPLES OF WORK PERFORMED:

Searches and processes crime scenes for latent fingerprints using powders or chemicals to obtain best results from various surfaces.

Documents crime scene, including individual items of evidence, through photography, videography, sketches and 3d scanners.

Document/record shoe and tire impressions, fingerprints, victim wounds, bruises, etc.

Prepares written reports reflecting evidence collected at crime scene.

Testifies in court regarding findings at crime scenes and accuracy of crime scene sketches, photographs and methods.

Collects, labels, and packages all physical evidence at crime scenes; makes plaster casts of shoe and/or tire impressions; maintain chain of custody and transports evidence to evidence locker and/or state crime lab; uses blood detection, latent prints and enhancing chemicals to detect blood stains not seen by naked eye.

Prepares crime scene sketches from measurements and rough drafts taken and prepared at the scene, sketches must be suitable for court presentation.

Assists in the reconstruction of crimes to include determining the course of events from physical evidence obtained, bullet trajectory, analysis of blood patterns, positions of victims and/or weapons.

Operates mobile crime lab and equipment, including power generator, static print lifter, presumptive blood kit, gunshot residue test kit, evidence vacuum.

May instruct/teach various training seminars and classes on crime scene work.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of photo lab processing techniques and procedures.

Knowledge of techniques and procedures used to collect and preserve evidence.

Knowledge of blood detection techniques and chemicals used to obtain fingerprints.

Skilled in use of chemicals in crime lab for revealing, identifying and recording evidence.

Ability to prepare clear concise written reports.

Ability to work with decomposing bodies accompanied by putrid odors, insects/maggots and potentially infectious materials.

Ability to lift, stand, bend, stoop and perform other physical activities required to process crime scene.

Ability to identify fingerprints.

Ability to operate van.

Ability to prepare detailed sketches of crime scenes.
