Job Description
|
|
Performs specialized and technical work in all aspects of criminal identification including reviewing arrest affidavits, checking computer system for previous arrest history, classifying fingerprints using Henry System, searching fingerprints through master file and comparing against previous arrest records. Responsible for maintaining master fingerprint file to ensure all arrest records for an individual is properly attributed. An employee assigned to this class works under the supervision of the unit supervisor/Senior Latent Print Examiner and performance is reviewed through discussion, reports submitted, and results obtained.
Minimum Qualifications:
High School Diploma/G.E.D. Certificate with at least one (1) year experience in general office or clerical duties. Must type 25 correct words per minute and have knowledge of Henry Fingerprint Classification System. Must complete forty-hour (40 hour) FBI Basic Fingerprint Classification course or equivalent completion of FCIC Limited Access Operator Training within one (1) year of employment. Must pass police background investigation, which includes polygraph examination.

Sorts arrest paperwork received from Booking Office and separates it by crime type and nature or arrest.
Checks OPD computer system by suspects' name and DOB to determine if there is already an existing criminal history. Annotates fingerprint classification and jacket number of those with previous arrest histories.
Sorts arrest affidavits into groups that require full fingerprint classification and those that require only searching through fingerprint files.
Classifies fingerprint cards (those without previous OPD histories) using Henry Classification System.
Searches fingerprint cards of ALL arrestees through master file and compares each card against all cards in file with similar classification to determine arretees' identity. Performs cross-reference checks if there is possibility that the card could have been classified differently.
Assigns unique identifier "jacket" number to subjects without previous arrest history.
Types fingerprint classification and demographic information onto fingerprint card.
File fingerprint cards in master file according to Henry Classification System filing index.
Correct errors on fingerprint cards and forward information to appropriate personnel to consolidate criminal history records of persons who were issued multiple jacket numbers.
Transmit fingerprint cards to other agencies - entails researching subjects' OPD arrest history, locating fingerprint card, making a photocopy enlargement and then faxing the card.
Takes inked fingerprint impressions of citizens who are required to have Identity checks performed in accordance with state and/or federal law.
Performs identifications checks of arrestees and suspected wanted person; verifies whether or not the subject could be the person listed on a teletype "hit". This could required "translating" the fingerprint data on the teletype printout (listed in NCIC format) to the Henry Classification format.
Verifies identities of persons whose name has been used by someone who was arrested, to include researching criminal history of the person arrested for the offense, taking the inked fingerprint impressions of the real person and comparing them to those of the person who was arrested.
Performs other related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the Henry System of fingerprinting classification.
Ability to use 5X magnifying glass/magnifier loupe for extended periods of time.
Ability to type 25 correct words per minute.
Ability to classify, search and file fingerprints in accordance with Henry System.
Ability to identify fingerprints (inked-to-inked comparison).
Ability to operate computer, terminal and typewriter.
Ability to stand for extended periods of time while rolling fingerprints.
Ability to lift heavy file trays filled with fingerprint cards; bending and reaching while filing fingerprint cards.
