Job Description

|
Performs specialized and technical work in the examination, identification, comparison, evaluation, and verification of latent prints and inked prints. Provides advice on fingerprint matters to police personnel and the State Attorney Office. This classification includes the work performed by a Latent Print Examiner, but differs in that an employee in this position provides technical supervision for the Latent Print Unit and is responsible for the verification of latent prints, compilation of data, preparation of reports, and various administrative tasks. Work is performed under the supervision of the Crime Center and Forensics Supervisor and Manager. Work is reviewed through discussion, results obtained, and reports submitted.
Minimum Qualifications:
Associate’s Degree and four (4) years experience in latent print analysis, comparison, evaluation, and verification with a recognized law enforcement agency, which must have included courtroom testimony. Must have at least one hundred sixty (160) hours of technical training endorsed by the International Association for Identification; or an equivalent combination of education, training, and experience. Certification as a Latent Print Examiner from the International Association for Identification preferred. Must pass police background investigation, which includes polygraph examination.

Processes evidence for latent prints (i.e. finger prints, foot prints, palm prints, etc.); evaluates materials to be processed and implements proper method to be used, including powders, chemicals and/or photographic means; ensures Unit's evidence was accurately processed.

Evaluates incoming latent prints. Examines and determines value of crime scene fingerprints turned in by field officers.
Monitors timeliness of work orders and reviews work of Latent Print Examiners.
Compares latent fingerprints to suspects' inked fingerprints or searches other methods to identify perpetrator.
Eliminates prints of all police officers.
Provides advice on fingerprint matters to Latent Print Examiners, Police Personnel and the States Attorneys Office.
Prepares for and presents expert testimony in court proceedings. Monitors testimony of Latent Print Examiners.
Instructs police recruits, evidence technicians, and civilian organizations in the science of fingerprinting.
Provides input with budget preparation, monitors expenditures and procures materials and supplies.
Prepares statistical reports and completes special administrative projects.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of FBI basic and advanced fingerprint classification, comparison, and filing techniques.
Knowledge of the history of forensic fingerprint science.
Knowledge of the Henry System of fingerprinting classification.
Knowledge of chemical analysis techniques used in latent print identification.
Skill in use of various chemicals.
Ability to plan and review the work of others.
Ability to prepare accurate statistical reports.
Ability to use fingerprint comparator and humidity chamber.
Ability to evaluate, compare, and identify latent prints.
Ability to testify effectively regarding identification of finger prints.
Ability to operate camera, microfilm and related equipment.
Ability to work with and around various chemicals and noxious fumes.
Ability to communicate effectively in front of groups.
Ability to use 5X magnifying glass for extended periods of time.
Ability to use automated fingerprint identification system.
