Job Description

|
Performs advanced technical and supervisory work in the Office of Communications and Neighborhood Relations. Manages the budget for the graphic design team, including identifying and negotiating with vendors, managing contracts and vendor relationships, and the procuring technology. Directs the creation and execution of the City of Orlando’s design needs, including creative campaigns, logos, illustrations, reports, and multimedia elements. Manages the City’s visual identity, ensuring all City communications, internal and external, follow the City’s brand guidelines. Consults with internal and external clients and stakeholders, including elected officials and senior management, to conceptualize and develop project deliverables and timelines to achieve the Mayor's and City’s goals. Manages the content and operation of the city's internal and external digital signage system. Work is of a specialized nature requiring administrative and advanced technical ability in the coordination of related graphics projects, in addition to performance of complex artwork and graphics assignments and special technical reports and studies. This position works collaboratively with the Digital Communications Supervisor and the Broadcast Manager. Work is performed under general supervision of the Communications Manager and reviewed through reports, conferences, and results achieved.
Minimum Qualifications:
Associate's Degree with major coursework in Graphic Arts or related field, plus a minimum of five (5) years of graphic art design experience, three (3) years digital creation experience, and one (1) year administrative or supervisory experience; or an equivalent combination of education, training, and experience.

Hires, trains, and manages graphic designers who ideate and produce internal and external communications and marketing collateral. This includes project assignment, management, evaluation, and feedback of design work produced by the city’s graphic designers.
Creates and identifies training opportunities for graphic design team to ensure techniques are effective and on trend.
Researches, educates and trains technical graphic design staff about new software and technologies, including educating the Office of Communications and Neighborhood Relations about new software and technologies.
Produces creative campaigns, logos, illustrations, and marketing collateral.
Manages the City of Orlando’s visual identity for all communications and marketing including designing and supervising graphic design content creation and enforcing brand compliance both internally and externally through the management of the city’s brand guidelines.
Performs advanced layout, design, and production work associated with complex graphics projects, including designs and prepares graphics for flyers, newsletters, posters, and other materials for City business.
Manages the internal and external content, design and compliance for the City’s The Loop digital communication network.
Performs advanced Internet graphic layout, design and production work associated with all phases of Internet and for the City’s social media platforms.
Coordinates graphic standards for City Internet project with Web Coordinator and Technology Management. Recommends most visually and cost-effective graphic or pictorial presentation.
Manages the budget for graphics team including assessing, purchasing, and monitoring graphic budget expenditures; researches, identifies and negotiates with vendors for the production and/or printing of graphic projects beyond the city’s capacity; manages vendor contracts and relationships; researches, identifies, and collaborates in the procurement of technology necessary for graphics team production as well as the technology utilized to communicate and market city services, initiatives, and programs.
Develops graphic design team objectives through analysis of past activities and submits to manager and director for review.
Performs other related duties as assigned.

Considerable knowledge and ability in such arts and techniques as graphics, renderings, layout and design
Knowledge of interactive design including best practices in technology, usability, and user experience

Skilled in the use of MAC laptop, graphic software, such as Adobe Creative Cloud, art/graphic tools and equipment
