Job Description
 
Performs administrative and supervisory work managing the Clean and Safe program for the Community Redevelopment Area. Primary responsibilities include supervising, analyzing, and planning activities related to the operations and maintenance of the public right-of-way. Duties assigned to this position include program and project management, procurement, contract oversight, and program budget development and management. Works with cross-functional teams, vendors, and community partners. Variable hours and time in the field should be expected.

Minimum Qualifications:

Bachelor’s Degree in Planning, Public Administration, Project Management, or related field and four (4) years project management experience, to include two (2) years supervisory experience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Municipal planning or community development experience desired. Maintenance, construction, and horticulture knowledge preferred.
 
Responsibilities

Oversees, directs, and analyzes the CRA Clean Team and ensures maintenance and operational efforts are accomplished within the prescribed timeframe and budget.

Guides the downtown Ambassador Team (supervisors, employees, operations) in its safety impact efforts for downtown.

Coordinates efforts with OPD, downtown businesses and venues, and homeless service providers.

Supervises the CRA’s contribution to Project DTO 2.0 by participating in the completion of pre-construction and construction activities including budget development and procurement processes.

Assists and mentors DDB/CRA project managers to achieve deadlines, stay within budget, and have maximum impact with implementation of projects.

Analyzes, develops and implements CRA programs to improve/streamline processes in an effort to better serve downtown businesses.

Performs professional and administrative work assisting both the Executive Director and Assistant Director of the CRA/DDB.

Assesses downtown within the CRA boundaries for project opportunities, needed improvements, and areas where partnerships with other City departments is essential.  

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of project management as well as local ordinances and permitting requirements.

Knowledge of planning; business administration; public administration; and Computer Aided Design and Drafting (CADD).

Skilled in the use of software programs such as Word, Excel, Microsoft Project, and Power Point.

Skilled in the development and creation of proposals.

Ability to deliver quality projects on time and within budget.

Ability to operate personal computers.

Ability to simultaneously handle multiple projects.

Ability to organize and analyze issues.

Ability to communicate effectively, both orally and in writing.

Ability to present projects in a public forum.

Ability to develop and manage project scheduling and budgets from inception to completion.

Ability to organize and prioritize multiple tasks.

Ability to effectively conduct negotiations with current and prospective consultants/vendors.

Ability to work effectively within a team structure.

Ability to effectively solve complex problems.
