Job Description
 

Job Summary

Performs administrative and supervisory work in the Public Works Department. Responsible for the management of Public Works Compliance Programs ie. LAP, ADA, Wastewater and Stormwater. Manages compliance inspections to ensure that federal, state, and local regulations are met. Work is reviewed through conferences, reports submitted, and results obtained.

Minimum Qualifications:

Stormwater

Bachelor’s Degree in Biology, Chemistry, Environmental Science, or other related science field and two (2) years experience performing work similar to the City of Orlando Senior Environmental Specialist or Inspector, including water sampling, analysis, or enforcement of stormwater and water quality environmental law, including at least one (1) year experience in a lead or supervisory capacity; or an equivalent combination of education, training, and experience. Additional experience may substitute for up to two (2) years of education. Appropriate FDEP Field Sampling Training Certificate and Stormwater, Erosion, and Sedimentation Control certificate or equivalent certification required. Valid Florida Driver's License required.

Wastewater

Bachelor's Degree with major coursework in Chemistry, Biology, Environmental Science, Environmental Engineering, or related field and five (5) years responsible experience in wastewater, solid waste, hazardous waste, or inspection including water sampling, analysis, or enforcement of wastewater, and water quality environmental law. Two (2) years in Oil and Grease Management preferred. Some supervisory experience required.

LAP & ADA Compliance

Bachelor's Degree in Project Management, Construction Management, or related field and a minimum of four (4) years experience in the area of construction or construction management; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Incumbent must take Plans Reading and Intermediate Temporary Traffic Control (Advance MOT) within the first six months of employment and maintain it. Extensive experience managing horizontal construction projects that include new construction preferred.

 
Responsibilities
 
Knowledge, Skills & Abilities
Knowledge of the concepts, terminology, and principles of road and bridge construction.

Knowledge of techniques and methods of field sampling, testing, and related equipment and tools, and occupational safety precautions. 

Comprehensive knowledge of federal, state, and local environmental protection laws, regulations, and precedents concerning stormwater, illicit discharges, erosion and sedimentation control, and related water quality.

Working knowledge of chemistry, biology, hydrology, and other related environmental science including stormwater, water quality, soil erosion and sedimentation control.

Skilled in the interpretation of CEI and construction contracts, FOOT Standard Specifications, Roadway, Traffic Design Standards, Construction Project Administration Manual (CPAM], Basis of Estimates. and Florida Sample Testing Manual.

Skill in the use of personal computers in a Windows environment using Microsoft Word, Excel, and mainframe applications.

Ability to make sound engineering judgements and decisions regarding plans and specifications.

Ability to organize documentation, prepare reports, and maintain records.

Ability to communicate engineering information effectively orally and in writing.

Ability to work independently and with minimal supervision.

Ability to establish and maintain effective working relationships with others.


Examples of Work Performed

Plans overall work and assigns projects based on difficulties and requirements; sets priorities as required; assists and advises subordinates both in technical and administrative matters.

Prepares performance standards and evaluates work performance of subordinates; counsels employees regarding meeting performance requirements; recommends awards, training and disciplinary actions.

Prepares periodic and special technical reports and documents.

Performs special studies and prepares a variety of calculations; ensures data and reports are accurate, complete and in compliance with regulations; reviews reports, records and field data is entered correctly in specialized systems such as STORET or spreadsheets and database such as Excel and Access

Responds to inquiries and audits.

Stays abreast of current and emerging environmental regulations and policies related to Compliance.

Provides consultation, makes recommendations, and assists with implementation of policies and procedures.

Assists with special projects, reviews plans, confers with managerial, professionals, technical, consultants, and others to resolve problems and coordinate activities.

Performs a variety of administrative duties including records maintenance, budget projection and preparation for section; responds to complaints and resolves problems

Attends meetings or conferences and represents the Department and City of Orlando in a professional manner.

Performs other duties as assigned


Stormwater & Wastewater
Assists with difficult or special investigations concerning enforcement of stormwater and related water quality standards; provides assistance and guidance in handling difficult problems and resolution in order to achieve compliance.

Manages compliance inspections to ensure that federal, state and local regulations are met, which include, City Code Chapter 30 Oil and Grease compliance monitoring, E.P.A. 106 Work Plan, wastewater treatment plant permit renewals and Clean Water Act. Includes the enforcement of violation letters.

Manages the permit renewal process for all water reclamation facilities and on-site stormwater monitoring and compliance.

Maintains detailed records of all sanitary sewer overflows and field investigation data; analyzes data to determine if a violation of applicable City, State or Federal regulations has occurred; enters data into computer database.


LAP & ADA Compliance
Provides guidance and assistance to local agencies in the administration of LAP and ADA projects.

Reviews Local Agency Program Project Administrator field decisions, which include contract and specification interpretation, changed conditions, supplemental agreements, claims and/or disputes to ensure compliance with Construction Administration chapter in Local Agency Program Manual.

Conducts plan reviews to ensure that the Local Agency Program plans adhere to FOOT standard specification, Local Agency's "Big 4" specifications, and approved modified FOOT specifications.

Performs necessary contract administration including processing Supplemental Agreements and Time Extensions for the construction contract, planning construction employee and Construction Engineering Inspection (CEI) workloads, workflows, deadlines, work objectives and time utilization.
