Job Description

|
Performs professional, administrative, and managerial work. Is responsible for managing Community Outreach staff and volunteers. Develops and maintains relationships with community partners and other City departments; plans, develops content, and directs events (seminars, workshops, training, fairs, expos, etc.); creates accurate literature to disseminate to community leaders; prepares educational material; and collaborates with the Mayor’s Office as assigned by Fire management. Prepares and manages the Community Outreach and Safety Programs budget and supervises accounting functions; attends community events, training staff, volunteers, and citizens promoting City services; and works with the Mayor’s Multicultural Affairs Office on City signature events. This position will be assigned various duties, projects, reports, and analytics to assist the Fire Department as needed. The Community Outreach and Safety Manager's office is located in the Emergency Operations Center, but the position may be moved based on Department needs. Work is performed under the direction of the Orlando Fire Department's Executive Deputy Chief’s Office in coordination with the Mayor’s Office as assigned and the Fire Chief’s Office. Performance is reviewed through conferences, reports, and appraisals of accomplishments.
Minimum Qualifications:
Bachelor’s Degree in Public Administration, Marketing, Communications, Nonprofit Management, or related field and four (4) years professional and supervisory experience in management, community outreach, information and referral, event coordination and/or marketing and public relations, or working in partnership with nonprofit organizations; or an equivalent combination of education, training, and experience. Proficiency in Microsoft Word, Excel, and PowerPoint required.

Develops, plans, and composes, in coordination with the Public Information Manager, news items, newspaper articles, stories, bulletins, speeches, reports, letters, and radio and television scripts; communicates on behalf of the Orlando Fire Department in public information matters.
Develops and maintains, along with the Public Information Manager, positive community and media relations through frequent contact with the community, business, and media personnel.
Designs, develops, and updates Department website content, including press releases, current events, training, operations, and safety/prevention information.
Develops, directs, and implements fire and life safety programs for citizens, business owners, employees, and other community partners.
Actively seeks grants for the Fire Department, coordinates the flow of information to the proper personnel, reviews grants prior to submission, monitors and approves all grant expenditures prior to purchase, monitors grants requirements and performance, and ensures timely and accurate reporting of information to the issuing agency.
Works collaboratively with others, including the Emergency Operations Manager.
May supervise and/or coordinate the work of light duty Fire Department employees and other assigned employees and volunteers.
Is a senior staff member who integrates the organization's commitment to community engagement into all activities.
Serves as the project coordinator for community risk reduction programs.
Strengthens the organization-community bond through leadership development programs, neighborhood projects, social events, and campaigns.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Orlando Fire Department operations and the various fire safety laws, codes, and regulations.
Knowledge of trends in fire safety education programs.
Knowledge of fire safety, fire extinguisher use and maintenance, and smoke detector placement, installation, and maintenance.
Knowledge of grant administration.
Skilled in public speaking, making presentations, conducting workshops, and presenting ideas clearly and concisely, both in writing and/or verbally.
Skilled in research techniques, report generation, and project management.
Skilled in grant research, writing, and proposal development.
Skilled in the operation of a van pulling a trailer.
Ability to write and produce clear and concise reports, publications, data analytics, memoranda, and letters.
Ability to handle numerous assignments simultaneously and deal with frequent interruptions.
Ability to develop content and educate other City departments, citizens, businesses, and others.
Ability to conduct CPR training and other training as assigned.
Ability to independently plan, initiate, and complete assignments.
Ability to organize and supervise activities of staff and volunteers.
Ability to research and find solutions to problems.
Ability to analyze and interpret factual data necessary to render opinions, decisions, and direction for grants and applicants.
Ability to use mathematical formulas; to add and subtract totals; multiply and divide; and apply basic algebra and geometry.
Ability to design pamphlets and create props and visual aids used in presentations.
Ability to conduct home safety inspections which involves walking, bending, and stooping.
Ability to operate a personal computer and software programs, camera, public address system, and other equipment needed to make presentations.
Ability to lift and operate a fire extinguisher for demonstrations including live burns.
Ability to establish and maintain effective working relationships with City employees, elected City Officials, neighborhood leadership and residents, area businesses, and community/social service agencies.
Ability to work evenings and weekends.
Ability to work in inclement weather.
