Job Description
 
Performs impartial internal misconduct investigations and utilizes established methods to ensure misconduct is reported and investigated. Is responsible for investigating serious policy violations that may originate from the public or within the Orlando Fire Department (OFD). Utilizes knowledge of investigative methods and techniques, laws concerning the collection and admission of evidence, interviewing techniques, and procedures for conducting interrogations and searches. Performs interviews and searches and analyzes information and material to determine evidentiary value. Work is reviewed for thorough investigative techniques through reports submitted and review of investigative findings and discussions. Must be on-call during all shifts, including weekends and holidays, as needed.

Minimum Qualifications:

Bachelor’s Degree and one (1) year of experience in internal affairs, fraud investigations, law enforcement investigations, fire investigations, private investigations, or government compliance work; or Associate’s Degree and three (3) years of experience in internal affairs, fraud investigations, law enforcement investigations, fire investigations, private investigations, or government compliance work; or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Driver’s License. Must not have been convicted of or pled no contest to any felony.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Receives and processes complaints made against employees of the Orlando Fire Department.

Conducts complex administrative investigations as assigned, which includes: reviewing all case material; locating and formulating questions for subjects and witnesses; interviewing subjects and witnesses; verifying information; and researching state, federal, and local laws/rules, Fire Department general orders/policies, City policies, applicable collective bargaining agreement provisions, or other material as required. 

Maintains strict confidentiality of on-going or pending investigations.

Prepares investigative reports providing a summary of findings, statements from witnesses and subjects, and other documents pertinent to the investigation in a clear, concise, and impartial manner.  Testifies in court or in administrative proceedings as needed.

Reviews, develops, updates, and implements operating policies, procedures, regulations, and other materials for the Orlando Fire Department Professional Standards unit.
