Job Description
 
Performs complex clerical, administrative, and paraprofessional work in the Police Professional Standards Division. Requires in-depth knowledge of the organization, programs, policies, and procedures of the Orlando Police/Fire Department (OPD/OFD). Duties may include maintaining agency policies, collecting data, explaining and responding to requests for information, and utilizing specialized computer software. Works independently on certain assignments and requires familiarity with the terminology used in the assigned area. Provides principal administrative support for the Internal Affairs Manager, who works directly for the Police/Fire Chief. Work is generally reviewed through random spot checks of records or discussion of problems.

Minimum Qualifications:

High School Diploma/G.E.D. Certificate, experience using Microsoft Word, Excel, and PowerPoint, and four (4) years of clerical/administrative experience, preferably in law enforcement; or an equivalent combination of education, training, and experience. Must pass police background investigation which includes polygraph. Some positions may require a valid Florida Driver's License and/or passing a typing test.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Transcribes sworn testimony of officers, witnesses, attorneys, etc, using Microsoft Word macro-documents and digital transcription software.

Prepares all policy review requests made by Department personnel using Microsoft word documents in the legislative format; revises policies; and edits, types, approves, and publishes using PowerDMS Software.

Publishes new training bulletins or written directives that are deemed necessary by the Police Legal Advisor's Office in PowerDMS; disseminates bulletins and directives to OPD/OFD personnel.

Composes and types correspondence for supervisor’s signature; develops and/or revises various forms and submits to supervisor for review and approval.

Maintains supervisor’s calendar and schedules tentative appointments.

Maintains training budget for all of Chief's staff.

Edits and assigns numbers to crime bulletins sent by detectives and officers; electronically distributes them throughout the agency as well as to outside agencies.

Reviews. assigns numbers to, and distributes Department special notices.

May perform complex clerical, administrative, and paraprofessional work in the Police Professional Standards Division. Duties may include maintaining agency policies, collecting data, explaining and responding to requests for information, and utilizing specialized computer software.

May perform complex clerical, administrative, and paraprofessional work in the Police Internal Affairs Section. Duties may include: transcribing interviews; responding to phone calls/email from the public; processing confidential files ensuring timelines kept; completing documentation; drafting letters to complainants and other agencies for the manager; collecting documents and reports; reviewing and redacting confidential information for Public Record requests; creating reports utilizing specialized computer software; providing testing documents monthly; and ensuring entry into system by the supervisor when returned.

Depending on assigned area: takes either an internal or external complaint via phone, email, mail delivery, or walk-in; forwards to Internal Affairs Investigator.

May process formal investigations (IA): Create IRIS case in Administrative Investigations Management (AIM) software; record data; update disposition; send disposition and findings to principal(s) and complainant(s); uploads documents; and closes case.

Depending on assigned area: Monitors IRIS cases. Processes losses/damages as follows: receives case files from Field Operations Bureau (FOB) administrative assistant; records data; updates disposition; obtains replacement/repair costs of assets; creates findings/disciplinary notification; and prepares for signatures. Assigns AIM tasks through chain of command; verifies completion; forwards payroll deduction notice to Fiscal Department; and closes case. For R&R/Policy and Procedure: receives case files from Field Operations Bureau (FOB) administrative assistant; records data; updates disposition; creates findings/disciplinary notification; and prepare for signatures. Assigns AIM tasks through chain of command; verifies completion; and closes case.

Creates various reports for: IRIS cases violations, employee history, case status, case category, and trends); Internal Affairs (status reports, case status, case history, case category, violations, employee history, and trends: and Vector Solutions (reports for license and insurance verifications).

Conducts background research into Florida records to obtain arrest records and case records.

Responds to record requests; contacts agencies for records pertaining to investigation. Responds to public records requests; redacts confidential material; and distributes via email, mail delivery, and USB for pick up.

May create training materials per OFD request for: AIM process; IRIS process; Lost/Damage process. Administers related training process.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of English composition, general math, office practices, and procedures.

Knowledge of Police Department terminology, policies, and procedures in assigned area.

Knowledge of Microsoft Office products (particularly Word, Excel, and PowerPoint), AS400/Infinium, internet, and email.

Skilled in the operation of a personal computer along with various office equipment and software.

Ability to understand and follow complex written and verbal instructions.

Ability to take and transcribe dictation at a prescribed rate of speed of 80 wpm.

Ability to accurately type 55 wpm.

Ability to proofread documents and identify errors.

Ability to work independently on complex and confidential assignments.

Ability to communicate effectively, both orally and in writing.

Ability to maintain complex records and prepare accurate reports.

Ability to establish and maintain an effective working relationship with employees, managers, and the public.
