Job Description
 
Performs complex administrative and paraprofessional work in the Police Professional Standards Division. Duties include maintaining agency policies, regulations, standard operating procedures, and training bulletins; completing employee transfers; coordinating organizational changes; providing information for public records requests; and coordinating officer duty status. Works independently on most assignments. Position requires in-depth knowledge of the organization, programs, policies, and procedures of the Police Department as well as the Civil Service Codes and Collective Bargaining Agreements. Work is generally reviewed through random spot checks of records or discussion of problems.

Minimum Qualifications:

Associate’s Degree with coursework in Public Administration, Business Administration, Criminal Justice, Computer Sciences, Human Resources, or related field, Microsoft Word, Excel, and PowerPoint experience, and two (2) years of experience in law enforcement administration, human resources, risk management, project management, business administration, or related field; or an equivalent combination of education, training, and experience. Must pass police background investigation which includes polygraph. Bachelor’s Degree in related field desired.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Acts as a liaison with the City’s Human Resources Department. 

Completes all personnel transfers, promotions, and terminations by processing personnel transaction forms and updating the information in Workday. 

Updates and coordinates the Department’s organizational changes by creating new organizations charts and following the approval process. In addition to moving the positions and making the necessary changes in Workday. 

Maintain promotion files, eligibility lists and demographic lists in accordance with the FOP contract. 

Maintain monthly rank certification records and coordinate with Internal Affairs and Compensation to properly compensate sworn personnel. 

Coordinates, publishes, edits and distributes department policies and procedures, standard operating procedures, Written Directives, regulations, and Training Bulletins. All communications are published on PowerDMS and policies are also published on the City website. 

Coordinates the annual update of all Job Task Analysis (JTA’s). 

Fulfills Public Records Requests for the section. 

Coordinates Alternative Duty, Relief of Duty, Military Leave by maintaining and tracking the status of each member, ensuring all required paperwork is being completed and submitted to maintain or remove the member from the status. 

Performs other related duties as assigned.
 


KNOWLEDGE, SKILLS AND ABILITIES: 

Knowledge of departmental rules, regulations, policies and procedures. 

Knowledge of civil service codes and collective bargaining agreements. 

Knowledge of office management practices and standard operating procedures. 

Knowledge of principles of organization and management. 

Knowledge of basic HR management/functions. 

Knowledge of Microsoft Office products (particularly Word, Excel, and PowerPoint), Workday, PowerDMS, internet and email. Skills 

Skilled in the use of general computer software programs, Microsoft business applications. 

Skilled in HR systems software, such as Workday. Abilities 

Ability to establish and maintain effective working relationships with law enforcement officials and agencies, city employees, and the general public. 

Ability to operate with proficiency personal computers, Microsoft Office programs, internet and other standard office equipment. 

Ability to plan and organize work effectively. 

Ability to communicate well both written and orally. 

Ability to proofread documents and identify errors. 

Ability to work independently on complex and confidential assignments. 

Ability to communicate effectively orally and in writing. 

Ability to maintain complex records and prepare accurate reports.
