Job Description

|
Performs responsible work in supervising the overall operational requirements of the Records Management/Information Section involving the Emergency Medical Services, Communications, Supplemental Investigative reports, and Uniform Fire Incident Reporting Systems (UFIRS). Ensures that the section maintains compliance with applicable regulatory agencies and Florida State Statues. Performs duties with great latitude for independent judgment and action provided that such action is consistent with positive guidelines. Performs advanced technical and supervisory work developing and maintaining a comprehensive program for the Records Management Section through software/hardware enhancements, performance standards, and operating procedures. Provides guidance in handling of calls, resolving problems, and reviewing reports for accuracy.
Minimum Qualifications:
Associate's Degree in related field plus four (4) years experience in fire operations such as report processing, report writing, planning, analysis, or computer operations, some of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience.

Operates, supervises and maintains the Records Management Section. Prepares general correspondence as required. Supervises and assists fire reports specialists and staff assistant with field operations records and reports. Handles all subpoenas and serves as the section's representative in court. Schedules the movement of fire records, with City Records Management, that are to be stored or destroyed per State of Florida Public Records Law retention schedule.
Coordinates the work of personnel engaged in the preparation and completion of reports. Directs assignment of the Uniform Fire Incident Reporting System and distribution of Fire/Field Incident Reports, trauma reports, supplemental reports, subpoenas and related documents.
Provides training support for the Uniform Fire Incident Reporting System, company surveys and EMS statues. Develops training programs and internal operating procedures. Conducts training sessions for report preparation techniques, Uniform Fire Information coding and operation of the Dictaphone Reporting System.
Investigates and responds to inquiries and complaints according to departmental and City policies and procedures and State statues.
Generates periodic reports, statistics and other information using the reporting system.
Compiles statistical data and/or performs routine or special operational statistical reports relative to incident alarms.
Develops performance standards to ensure timely and accurate preparation and processing of Fire/Field Incident, company survey and trauma reports; monitors alarms and individual performance to ensure compliance with departmental policies and State Laws governing the Fire Department.
Monitors the Dictaphone Reporting system. Ensures accomplishment of program goals and objectives for the Records Management Section.
Evaluates the Dictaphone Reporting System through audits of reports, Dictaphone printouts and research of discrepancies; identifies problem areas and initiates corrective actions.
Participates in developing the annual operating budget.
Assists Information Systems in developing software programs to upgrade existing reporting system for computer statistical data and/or resolving technical problems.
Consults with Chiefs' and other management personnel regarding quality of reports.
Performs other related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Fire Department's operation, policies and procedures.
Knowledge of laws, policies and procedures relating to Record Management.
Knowledge of Dictaphone system functions, capabilities and operations.
Knowledge of procedures, methods and operations of fire report processing.
Knowledge of computer operations and various applications.
Thorough knowledge of Uniform Fire Incident Reporting Codes and report standards and criteria established by State and National fire departments from material developed by the National Fire Protection Association.
Knowledge of effective management principles and practices.
Skilled in the operation of personal and mainframe computers.
Skilled in querying fire officers and citizens to obtain complete incident information.
Skilled in the use of office equipment, i.e. Dictaphone, fax, calculator, copier, etc.
Ability to develop and conduct training programs.
Ability to communicate effectively, both verbally and in writing.
Ability to write clear, concise narrative reports.
Ability to plan, coordinate and supervise the work of others.
Ability to analyze and evaluate systems and recommend improvements.
Ability to analyze statistical data and draw valid conclusions.
