Job Description
|
|
Performs clerical and paraprofessional work in specialized areas such as records, witness management, and recruiting. Primary duties include but are not limited to maintaining complex, confidential records; collecting data; preparing statistical data for reports; explaining and responding to requests for information; monitoring the processing of various transactions to ensure compliance with established policies and statutes; and entering, extracting, and researching. Some positions may require applying specialized knowledge and interpreting ordinances, rules, regulations, or procedures. Work is performed according to established guidelines for most usual work situations. Work is generally reviewed through random spot checks of records or discussion of problems.
PROPERTY AND EVIDENCE: Performs warehousing, clerical, and paraprofessional work in Property and Evidence. Primary duties include but are not limited to, the preservation, preparation for analysis, transport, processing, disposal, and documentation of physical evidence, including narcotics, firearms, currency, and bio-hazard material (human tissues or fluids having potential biological or chemical contamination); maintaining chain of custody through established procedures. Some tasks may require applying specialized knowledge and interpreting ordinances, regulations, and procedures. Work is generally reviewed through random spot checks of evidence records or discussion. Work involves a rotational schedule and requires availability for callouts.
Minimum Qualifications:
High School Diploma/G.E.D. Certificate and two (2) years of clerical experience, preferably in law enforcement; or an equivalent combination of education, training, and experience. Must pass police background check which includes polygraph. Must be able to operate personal computers and Microsoft Office programs. Some positions may require a valid Florida Driver's License and/or passing a typing test.
PROPERTY AND EVIDENCE: High School Diploma/G.E.D. Certificate and two (2) years of clerical experience, preferably in law enforcement, including one (1) year of warehousing or labor experience; or an equivalent combination of education, training, and experience. Valid Driver's License required. Must pass police background check which includes polygraph. Must be able to operate personal computers and Microsoft Office programs. Some positions may require typing proficiency.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Ensures accurate and timely and accurate distribution of court subpoenas to agency sworn and civilian employees.
Reviews, tracks, monitors, and schedules applicants through the recruiting process.
Provides advice regarding and refers non-prosecutable cases to other applicable agencies.
Reviews court orders on the expungement of criminal records to ensure accuracy.
Operates personal computer to enter, retrieve, alter, research, and/or delete information regarding designated records and case files.
Reviews completed investigative reports to ensure all relevant documents are attached (i.e., polygraph reports, arrest documents, notarized citizen statement, etc.) and in sequential order.
Develops and/or revises various forms and submits to supervisor for review, approval, or staffing.
Establishes and maintains filing and cross-referencing systems for research, monitoring, and storage and retrieval purposes.
May provide input for the revision of policies and procedures.
Rolls and determines that the inked prints are classifiable for use in the N.C.I.C. system.
Assigns criminal jacket numbers following established guidelines.
Issues I.D. cards to employees and retirees following department policies.
Performs other related duties as assigned.

Coordinates and monitors the processing of property and evidence dispositions to ensure accurate storage and retrieval of data and evidence and compliance with departmental policies, and/or applicable state regulations.
Receives, stores, and purges property and evidence following established guidelines; verifies the accuracy of paperwork, ensures evidence is secured properly; conducts periodic inventories, monitors, and verifies disposition dates and processes the purging and destruction.
Maintains inventory of firearms, drugs, and general property.
Transports drugs, money, guns, and other property and evidence to crime lab or other agencies ensuring proper chain of custody is maintained.
Performs firearm background checks and works closely with the Police Legal Advisor to ensure the proper release of firearms.
Testifies in court hearings about work performed.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of Business English, spelling, arithmetic, and office practices and procedures.
Knowledge of police department policies and procedures in assigned areas.
Knowledge of police policies and procedures governing quality control standards and processing of police arrest reports.
Skilled in the operation of a personal computer and software.
Skilled in data entry.
Ability to understand and follow complex written and verbal instructions and learn codes, regulations, and procedures of assigned areas.
Ability to maintain complex records prepare accurate reports and make difficult mathematical computations accurately.
Ability to meet the public and to establish and maintain effective working relationships.

Ability to maintain complex records, prepare accurate reports, and make difficult mathematical computations accurately.
Ability to meet the public and to establish and maintain effective working relationships.
Ability to store and retrieve evidence from shelves which frequently involves lifting up to 45 lbs., bending, stooping, and climbing a ladder.
Ability to work in storage/warehouse room stocked with drugs, blood-soaked clothing, weapons, and other confiscated items, being continuously exposed to strong unpleasant odors.
