Job Description
|
|
Performs supervisory responsible work assisting in overseeing the parking enforcement operations responsible for enforcing City of Orlando ordinances governing vehicle parking. Responsible for patrolling assigned parking zones, issuing parking citations to vehicles in violations, placing immobilization devices, supervising, assigning work and work schedules, and providing training for the Parking Enforcement Specialist. Work is performed under the supervision of the Parking Enforcement Supervisor with limited supervision and is reviewed through discussions, reports submitted, and results obtained. Must be available to work on nights and weekends.
Minimum Qualifications: Associate's Degree and one (1) year of relevant experience working in parking or transportation preferably in public service, 6 months of which must have been in a supervisory or lead capacity; or an equivalent combination of education, training, and experience. Must possess Parking Enforcement Specialist Certification and a valid Florida Driver's License. Criminal background check and polygraph required. Customer service or hospitality experience is preferred.

Responsibilities

|
EXAMPLES OF WORK PERFORMED:

Prepares work schedules to ensure all districts are properly manned; participates in the selection and training of employees, reviews work and recommends discipline.
Monitors Specialists' activities, assists with problems or irate citizens and reviews tickets for accuracy and compliance with statutes and ordinances; prepares daily and monthly activity reports.
Monitors operation and recommends changes as needed.
Patrols assigned district by walking, riding a bicycle, and/or driving motorized vehicle.
Issues parking tickets for meter violations, overtime parking, unauthorized parking in handicapped spaces, fire zones, freight loading zones, improper parking, and all no-parking areas.
Checks for overtime parking by marking tires with chalk or writing down tag numbers, and returns to area to issue violations, as necessary.
Issues tow-away notices to abandoned vehicles or vehicles parked over 24 hours in one location; contacts towing company to tow vehicles after 48 hours, and notifies the Orlando Police Department.
Installs immobilization device and warning notice on vehicles identified as habitual parking violators with excessive unpaid violations.
Reports any hazardous, or potentially hazardous, street, traffic signal and sign, or parking lot conditions, and all malfunctioning parking meters.
Assists the public by giving directions or general information.
Maintains daily worksheet of all tickets issued, and returns worksheet and copies of tickets. Appears and testifies in court as required and tracks court summons.

Conducting traffic and parking surveys

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of City ordinances governing vehicular parking.
Knowledge of policies and procedures relating to parking and traffic control.
Knowledge of City operations and appropriate department to contact and report problems.
Knowledge of City streets and location of parking facilities within assigned district.
Skill in the operation of three-wheeled motorcycle.
Ability to schedule and review the work of subordinates.
Ability to use a computer and software
Ability to monitor and maintain records, prepare reports and correspondence.
Ability to recognize and respond to hazardous or potentially hazardous conditions.
Ability to deal with the public in a courteous and effective manner, especially irate citizens, and to promote good public relations.
Ability to communicate effectively, both orally and in writing.
Ability to walk for extended periods of time, to patrol dangerous areas at night, and to perform duties while exposed to adverse weather conditions, dangerous traffic conditions, irate citizens, and to lift and install a 35 lb. immobilization device.
Ability to work nights and weekends.
