|
Open/Closed Drainage: Performs responsible technical and supervisory work, assisting with implementing stormwater management, lake management, and aquatic plant programs. Primary duties include scheduling, assigning, and inspecting the work of several storm drainage construction and maintenance or aquatic weed control crews; training personnel; and estimating project costs. Work is performed under the general supervision of the Surface Water Maintenance Program Manager. Work is reviewed through conferences, oral/written reports, and results obtained. Street Sweeper Program: Oversees the daily operations and maintenance of the City of Orlando’s Street Sweeper Program. This position includes managing a team of street sweeper operators, scheduling work, ensuring compliance with quality and regulatory standards, and maintaining efficient program operations. The supervisor will coordinate daily activities, provide leadership, and implement strategies to improve operational effectiveness. This position reports directly to the Street Sweeper Program Manager and ensures that the street sweeping program aligns with municipal goals for cleanliness and public safety.
Minimum Qualifications:
Open Drainage: High School Diploma/G.E.D. Certificate and a minimum of four (4) years of responsible experience in storm drainage, construction and maintenance, and/or aquatic weed control work, two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required prior to employment. Florida Restricted Pesticide License in core, aquatic, and right of way categories required within twelve (12) months of employment. Closed Drainage: High School Diploma/G.E.D. Certificate and a minimum of four (4) years of responsible experience in storm drainage, construction, and/or maintenance, two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. FSA Stormwater Operator Certification - Level 1 required within six (6) months of employment. FSA Stormwater Operator Certification - Level 2 required within six (6) months of receiving Level 1 certification. FDEP’s Stormwater Erosion & Sedimentation Control Inspector Training & Certification required within twelve (12) months of employment. Good working knowledge of modern personal computers with Microsoft Word, Excel, and Office 365 software programs preferred.
Street Sweeper: High School Diploma/G.E.D. Certificate and Four (4) years of progressively responsible experience in program management, preferably in municipal public works or transportation operations, with a minimum of two (2) years in a supervisory or administrative role. Valid Florida Driver’s CDL License required. Associate’s Degree in Program/Project Management, Engineering, or a related field with coursework in business administration is preferred.

Responsibilities

EXAMPLES OF WORK PERFORMED:

• Supervises several crews that perform skilled work involving inlet and pipe cleaning, Street Sweeping, drainage well repair and cleaning, construction, reconstruction and repair of pollution control devices, ditch, retention pond and storm sewer construction and maintenance.
• Supervises the maintenance/repairs and modifications of nine storm water lift stations.
• Ensures crawler/truck mounted draglines, gradall, bulldozers, loaders, backhoes, bucket machines, large tractor mounted mowing machines, well rig, large dump trucks, airboats and other auxiliary construction equipment is working properly.
• Participates in the development of annual aquatic work plan to obtain permit from Department of Natural Resources.
• Supervises construction/repair projects daily in progress throughout the City. Makes field modifications to projects as necessary, provides assistance to crew leaders and individual equipment operators as required.
• Prepares and/or reviews daily records regarding charges for labor, equipment, materials and production. Keeps time and attendance records on crew leaders, crew chiefs and operators. Verifies correctness of this and other miscellaneous, daily information.
• Implements training programs as necessary to insure continuing operational capability due to absences of personnel.
• Receives complaints from the general public and responds by personal visit and discussion with complainant. Determines extent of problem and agency responsible for correction.
• Recommends appropriate remedy and informs the complainant; on call 24 hours and responds to emergencies during inclement weather.
• Supervises and participates in the treatment of waterways to control surface weeds and other noxious aquatic vegetation and/or algae. Inspects treated areas periodically to ensure undesirable growth have been destroyed.
• Participates in the development of the annual operating budget. Procures materials, chemicals and supplies.
• Recommends the selection, training, discipline, and/or termination of employees. Insures that all personnel assigned to program adhere to safety codes and wears proper safety equipment on the job.
• Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge of principles, practices, methods, techniques, materials, tools, and equipment used in municipal storm drainage system construction, maintenance and repair.
• Knowledge of effective supervisory techniques.
• Knowledge of maintenance planning and scheduling techniques.
• Knowledge of chemicals, biological control agents, and mechanical control methods.
• Knowledge of occupational hazards and appropriate safety precautions.
• Knowledge of local and state storm drainage street sweeping, construction and maintenance rules, regulations, laws, and ordinances.
• Knowledge of local and state aquatic plant control regulations, laws, and ordinances.
• Skill in the operation of crawler/truck mounted draglines, gradall, bulldozers, loaders, backhoes, bucket machines, large tractor-mounted mowing machines, well rig, large dump trucks, airboats, and other auxiliary construction equipment.
• Ability to manage the work of a large, diversified staff effectively.
• Ability to read and interpret sketches, diagrams, blueprints, and charts.
• Ability to analyze work management systems and associated work methods and implement modifications for improvement.
• Ability to maintain records, prepare oral and written reports and impart them effectively.
• Ability to establish and maintain effective working relationships with subordinate personnel, other employees, municipal officials, and the general public.
• Ability to perform duties under adverse conditions such as extreme weather, confined areas, exposure to fumes, chemicals, insects, noise.
