Job Description

|
Performs and is responsible for the administration and operational supervision of City of Orlando-owned and operated parking facilities and surface lots. Coordinates parking logistics for events at the KIA Center, Camping World Stadium, and other Downtown Orlando venues. Ensures there are appropriate staffing levels for events, assists with special parking projects, and maintains event signage and data. Handles, balances, and maintains cash and revenue control equipment. Works closely with contract vendors, leaseholders, police, and transportation officials. Work is performed under the direct supervision of the Parking Operations Program Manager. Work is reviewed for results obtained through daily reporting and conferences.
Minimum Qualifications: Associate’s Degree and two (2) years of experience working in parking, transportation, hospitality, operations, customer service, public service, or event coordination (public or private) required; or an equivalent combination of education, training, and experience. One year of supervisory experience in a service industry required. Some event management and/or coordination experience is preferred. Parking Enforcement Specialist Certification required or must be obtained within 90 days of employment. Must pass polygraph examination. A valid Florida Driver’s License is required.

Supervises, trains, schedules, supervises and evaluation of subordinate personnel.
Plans, coordinates, supervises and conducts specialized activities such as plans, initiates, organizes and supervises specific programs and services in accordance with the interests and needs of the general public.
Reviews work to ensure instructions are carried out.
Maintains accurate records pertaining to revenue, personnel, inventory, program evaluations and attendance.
Reviews, compiles and field level approved time worked utilizing specialized payroll software and ensure compliance with Union Contract labor standards.
Reviews and verifies cashiers reports through use of computers and manual review.
Ensure cash control and money handling procedures are utilized in the changeover and transport of revenues generated.
Researches discrepancies and initiates corrective action.
Liaison with contract vendors to include by not limited to: access control equipment, computer and security personnel, event parking personnel and alarm systems.
Inspects security personnel and establish procedures, review post orders, recommends changes as necessary, and reviews/verifies security reports utilizing a PC based timekeeping software.
Inspects parking facilities; partners with the parking Maintenance Manager and facilities trade personnel to identify and resolve maintenance issues with landscaping, janitorial, pest control, sweeping, elevators and construction projects.
Analyses operating reports generated by revenue control systems and entry and exits control systems.
Conducts minor troubleshooting on parking gate equipment, fee computers and alarm systems.
Reviews, recommends and implements internal operating procedures for parking facilities and event parking; performing studies to determine the demand and usage of parking facilities.
Participates in budget preparation, monitors budgeted expenditures and revenue.
Prepares monthly reports on section’s accomplishments, revenue and expense and facility occupancy.
Reviews and verifies vendor invoicing.
Responds to facility user complaints and inquires then initiates corrective actions as needed.
Supervises parking enforcement within assigned facilities and event parking areas.
Prepares parking event work orders for Centroplex and downtown events, outlining event info, lot designations, passes and time schedules.
Prepares signage request for facilities and events.
Controls city property as property custodian, applies inventory control methods to maintaining and controlling appropriate supplies and equipment enduring operations are not interrupted.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of parking operations to include familiarity with parking gates, ticket dispensers, fee computers and counters/loop detectors.
Knowledge of security operations of working with security vendors.
Knowledge of methods, practices, procedures and equipment pertinent to on street and off-street parking.
Knowledge of principles and practices of record keeping, cashiering, report writing inventory control and PC based revenue control system.
Knowledge of rules, regulations and safety of traffic flow and parking alignment.
Knowledge of public parking principles and practices, policies and procedures, trends and methods.
Knowledge of public relations principles and practices.
Skill in the operation and use of personal computer, Internet and various software program/applications.
Ability to handle multiple tasks simultaneously.
Ability to supervise, trains, coordinates and evaluates the work if subordinate personnel in a 24-hour environment with multiple facilities and for events, to include but not limited to: a large municipal or stadium events.
Ability to analyze administrative problems and make sound recommendations that enhances customer service and operations.
Ability to schedule, instruct and supervise numerous activities.
Ability to prepare, justify and maintain a program budget.
Ability to conduct in-service training sessions.
Ability to establish and maintain effective working relationships with staff, other employees, outside organizations, participants and the public.
Ability to maintain records a submit oral and written reports.
Ability to stand and/or walk for extended periods, to move quickly (by vehicle or running when access by vehicle is impossible), to respond to parking/traffic problems.
Ability to perform duties under adverse conditions such as extreme heat, insects and extreme weather conditions.
Ability to work evenings, weekends and some holidays.
