Job Description
 

Performs responsible, professional, administrative, technical, and supervisory work. Responsible for traffic safety plan design and approval; the review, approval, and coordination of street or lane closure authorization requests and right-of-way utilization permits; coordinating special event activities relating to traffic control; and ensuring compliance with work zone traffic safety plans. Work is performed under the supervision of the Traffic Safety Program Manager and reviewed through discussions, reports submitted, and section accomplishments.

Minimum Qualifications:

Bachelor’s Degree in Civil Engineering with coursework in Transportation Engineering, including design of traffic control plans for construction work zones and special events, and one (1) year of traffic engineering experience, including at least six (6) months related supervisory experience; or an equipment combination of education, training, and experience. Valid Florida Driver's License required. Florida Advanced Temporary Traffic Control (TTC) or Maintenance of Traffic (MOT) certification required.

 
Responsibilities

Designs, reviews, and approves traffic control plans for construction projects scheduled to occur in the right-of-way; reviews plans developed by consultants to ensure safety of motorists and pedestrians is maintained or, if consultants are not used, develops plans to included temporary signing, pavement markings, signal plans and parking requirements.

Reviews, approves, and coordinates Street, Lane, and Sidewalk Closure Authorization requests, and right- of-way utilization permits pertaining to construction or maintenance activities that require street, lane or sidewalk; serves as the Transportation Engineering Division liaison during projects occurring in the right-of-way that disrupt parking, traffic/pedestrian movements, signs, pavement markings or traffic signal operations.

Plans and coordinates traffic control details for special events (i.e, concerts, parades, foot races, etc). Attends various meetings with City Officials, Orlando Police Department, Lynx, news media and/or contractors to provide input regarding transportation management/traffic operations for both current and future issues.

Serves as an Event Coordinator in the City’s Event Management Center (EMC) when scheduled.  During event, coordinates with event lead and crews, other City officials (Orlando Venues, Parking Division), and Orlando Police Department. Most events occur in the evening during weeknights, weekends, and holidays with shifts beginning at various times.  Shift-end times can range from 10:30pm to 2:00am. An open schedule is preferred.

Conducts field investigations, inspections, and site meetings prior to, during, and after construction, to ensure compliance with established design, specifications, and contract requirements.

Prepares professional correspondence to consulting engineers, developers, and contractors regarding items found in plan submittal that do not meet the City, State, and Federal standards, and provides recommendations to mitigate the problem areas.

Conducts pre-construction conferences for Transportation Engineering issues with contractor, utility companies, City Departments, and outside agencies, relating to projects and plans reviewed for building plans, road construction, street lane or sidewalk closures or right-of-way utilization permits.

Coordinates the review effort of the Transportation Engineering Division, for state construction projects, developer construction projects, and City and/or County construction projects.

Acts as the Traffic Control Manager in his/her absence.

Performs other duties as assigned to accomplish Transportation Engineering Division goals and objectives.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the principles, techniques, and practices of Civil Engineering construction and design.

Knowledge of the principles, techniques, and practices of Transportation Engineering to include geometric design considerations, traffic signals, signs and pavement markings design.

Knowledge of the City’s street system is mandatory.

Ability to use a personal computer and utilize computer aided design drafting programs.

Ability to interpret and analyze construction plans and specifications and make recommendations relative to traffic control.

Ability to plan, assign, supervise, and review the work of traffic control staff during the absence of the Traffic Control Manager.

Ability to establish and maintain effective working relationships with employees, consultants, City Officials, representatives of other agencies, and the general public.

Ability to communicate effectively, both verbally and in writing.

Ability to sit, stand, and walk for extended periods of time, and to perform duties under hazardous conditions such as construction sites and heavy traffic areas.
