Job Description
 
Supervises and performs responsible specialized work enforcing City of Orlando ordinances governing vehicle parking. Responsibilities include supervising subordinate staff, issuing parking tickets, and placing immobilization devices onto vehicles having excessive unpaid violations. Work is performed with limited supervision and requires the use of independent judgment. Work is performed under the supervision of the Parking Operations Manager and is reviewed through discussions, reports submitted, and results obtained.

Minimum Qualifications:

Associate's Degree in Public Administration, Criminal Justice, or related field and three (3) years experience in parking enforcement, one (1) year of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Certification as a Parking Enforcement Specialist required. Valid Florida Driver's License required. Polygraph examination required prior to employment.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Supervises the enforcement of City and State Ordinances governing parking control and the processing of parking tickets; schedules, coordinates, assigns, and reviews assigned employees' work.

Receives inquiries and/or complaints from citizens; determines validity of complaint/problem and recommends appropriate action.

Patrols assigned district on foot, bicycle, three-wheeled motorcycle, or enforcement vehicle.

Reviews daily activity reports prepared by enforcement personnel and performs field inspections as needed.

Supervises the placement of immobilization devices on vehicles with excessive unpaid parking tickets and when appropriate, explains regulations governing parking violations and payment methods available to vehicle owner.

Oversees the issuance of "summons to appear in court" to persons failing to respond to mailed notices.

May compile data and assist with preparation of monthly, quarterly and various ad hoc reports.

Interviews and recommends selection of applicants for vacancies; trains and counsels employees and initiates disciplinary/termination actions.

Performs other related duties as required.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of City and State Ordinances governing parking.

Knowledge of policies and procedures relating to parking and traffic control.

Knowledge of policies and procedures relating to the direct field supervision of the parking enforcement staff.

Skilled in the operation of three-wheeled motorcycle.

Ability to observe, mentor, direct, and discipline subordinates.

Ability to develop and maintain an efficient and productive work group.

Ability to plan, organize, and direct the work of others.

Ability to recognize and respond to hazardous or potentially hazardous conditions.

Ability to deal with angry citizens in an effective and courteous manner.

Ability to communicate effectively both orally and in writing.

Ability to prepare clear and concise reports.

Ability to establish and maintain effective working relationships with employees and the general public.

Ability to walk and stand for extended periods of time.

Ability to lift and install a 35 lb. immobilization device.

Ability to work in adverse weather conditions.

Ability to complete a forty (40) hour training program and obtain a Florida Motorcycle License with in time limit set by the division.
