Job Description
 

Performs skilled and supervisory work with administrative responsibility involving pavement markings, traffic sign installation, and as directed by supervisor, perform supervision of events from the Event Management Center (EMC) or OPD Mobile Command Center (MCC). Responsibilities include supervising and inspecting the work of signs and pavement marking staff for accuracy and completion; reviewing and inspecting the work of the City of Orlando contractors; and may include operating digital messaging signs, CCTV, etc., to direct traffic to event and parking locations to improve ingress and egress for assigned special events. Work is performed under the general supervision of a Civil Engineer in Traffic Studies. Work is reviewed while in progress and upon completion through conferences, inspection/evaluation of completed work, reports, and results obtained.


Minimum Qualifications:

Associate's Degree in Engineering, Technology, Computer Science, or related field and three (3) years experience in the installation of traffic signs and pavement markings, two (2) years of which must have been in a supervisory capacity with budgetary responsibilities; or an equivalent combination of education, training, and experience. Valid Florida Driver's License, OSHA Certification, and IMSA Level III Signs & Markings Certification required. Florida Advanced Temporary Traffic Control (TTC) or Maintenance of Traffic (MOT) Certification required.

 

 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Supervises reviews and inspects work completed by Traffic Maintenance technicians, Sign Designers and Fabricators. 

Review and inspect work completed by City Contractors. Certifies that all sign fabrication and installation is in compliance with the Manual on Uniform Traffic Control Devices (MUTCD), Roadway Design Standards, FDOT Design Standards and internal equity control standards.

Review signs and pavement markings throughout the city and recommend restriping of roadways and signs improvements/replacements to ensure retro-reflectivity is within minimum federal requirements.

Conduct traffic safety inspections in work zones of private contractors working within City ROW to ensure compliance with Federal and state Roadway Design Standards.

Assist and deploy the delivery of MOT devices to various locations as necessary for the setup of Traffic Control Plans as directed by supervisor.

May be required to attend special events coordination meetings with Special Events Division for all activities during and after the event as directed by supervisor.

May be required to assist the opening or closure of roads for the safety of motorist and pedestrians based on approved plans as directed by supervisor.

At the direction of supervisor, supervise events from the Event Manage Center (EMC) or OPD Mobile Command Center (MCC). Operate digital messaging signs and CCTV’s etc. to direct traffic to event and parking locations to improve ingress and egress.  Supervises signal staff and authorize the implementation or removal of signal timing plans based on traffic patterns during Special events.

Determines equipment, materials and supplies needed; calculates quantities and assembles documents for ordering materials; maintains signs & pavement markings field inventory.

Prepares monthly reports of all work accomplished; prepares breakdown of materials and hours for signs and pavement markings serviced/replaced and/or new orders.

Performs duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of Manual of Uniform Traffic Control Devices standards and Florida Department of Transportation standards regarding signs and pavement markings.

Knowledge of materials and equipment and methods used in sign fabrication, installation and maintenance.

Knowledge of procedures, methods, and equipment used in application of thermoplastic pavement markings.

Knowledge of work hazards and applicable safety precautions.

Knowledge of municipal rules, regulations and ordinances relating to traffic flow and control.

Knowledge of supervisory techniques and methods.

Skill in the proper techniques of pavement markings installation.

Skilled in the proper techniques of signs installation.

Skilled in OSHA safety procedures.

Skilled in training new employees in City, State, and Federal procedures for pavement markings and signage.

Ability to coordinate activities of several skilled and semi-skilled workers.

Ability to read and interpret sketches, diagrams, blueprints, and charts.

Ability to make estimates of time and materials needed, and to maintain related records.

Ability to communicate effectively, both orally and in writing.

Ability to coordinate with other City departments and contractors to provide adequate traffic control on projects and for special events.

Ability to establish and maintain effective working relationships with employees and the public.
