Job Description
|
|
Performs supervisory functions with limited administrative support of a specialized nature enforcing the applicable City of Orlando Codes (City Code Chapter 28, Solid Waste) and/or regulations associated with the collection and transportation of municipal solid waste. Responsible for training employees to successfully operate multiple types of refuse collection trucks. Dispatches routes, audits fleet assets to ensure vehicle readiness, and supervises field activities of several crews that operate multiple types of refuse trucks that are geographically removed from the Division and have extensive contact with the general public, business/property owners, and other government officials. Work is performed under general supervision and reviewed while in progress and upon completion through direct observation, meetings, and review of work orders to ensure accuracy, completeness, and compliance with City policy. Work is often performed outdoors, and incumbent is subject to varied weather conditions.
Minimum Qualifications:
High School Diploma/G.E.D. Certificate, two (2) years of experience in the safe operation of heavy refuse collection trucks (or successful completion of a SWMD-approved Solid Waste Safe Driver course), and two (2) years of experience in the enforcement of City Codes; or an equivalent combination of education, training, and experience. Valid Florida Class B CDL required.

Performs specialized work investigating and enforcing applicable City Codes, ordinances or regulations of Chapter 28 within the Solid Waste Ordinance.
Researches City and County records to determine ownership or occupancy of offending property and issues violation notices to correct issue(s).
Has extensive contact with the general public, business/property owners and other government officials.
Performs supervisory functions for the field activities of several crews that are geographically removed from the Bureau.
Receives and investigates complaints/inquiries for solid waste collection and directs corrective action. This often results in penalties for non-compliance or charges for extra service. Inspects premises/operation of new customers to determine appropriate level of service.
Operates specialized collection equipment when required or training employees on safe and proper operation of collection equipment.
Develops and administers CDL & safety program for over 90 employees adhering to Federal CFR regulations. This includes field verification of safety practices and classroom training of employees/operations.
Performed other related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of codes, ordinances and laws of assigned area.
Knowledge of various solid waste recovery programs, OSHA regulations and DOT regulations.
Knowledge of debris forecasting models.
Knowledge of common office and Solid Waste specific computer applications.
Knowledge of City geographical data.
Knowledge and skill in effective supervisory practices.
Excellent and effective communication skills, both oral and written.
Skilled to interpret technical sketches and blueprints.
Skilled in operation of highly specialized refuse collection equipment.
Must be able to read and skilled in interpreting rules and applications.
Must be skilled and able to detect code violations, enforce codes and regulations firmly, tactfully and impartially.
Ability to ascertain facts through investigation.
Ability to maintain records, carry out instructions, conduct safety audits, develop routes, estimate charges to customers and organize/collect various activities simultaneously.
