Job Description
 
Performs administrative and professional work involving the quality control of capital improvement programs on behalf of the City of Orlando. An employee assigned to this classification is responsible for planning, directing, and coordinating activities of construction managers and construction inspectors to ensure projects are accomplished within the prescribed time frames and funding parameters; manages and executes the design and construction of transportation, and/or stormwater, and/or wastewater, and/or parks, and/or, Community Redevelopment Agency (CRA), and/or buildings projects; reviews scope, schedule, and budgets from consultants; helps facilitate related decision-making and solve complex problems; and leads project team in planning and/or designing major infrastructure projects. Projects managed by this position have a total worth of more than sixty (60) million dollars. Work is performed under the general direction of the Division Manager and Assistant Division Manager. Performance is reviewed on a periodic basis through both formal and informal meetings and reports.

Minimum Qualifications:

Bachelor's Degree in Civil Engineering and four (4) or more years experience in the area of design and project management; or an equivalent combination of education, training, and experience. Engineering Intern Certification required. Valid Florida Driver's License required.

Additional Qualifications for Promotion:

Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets. To be included in this classification, the employee must satisfy the qualifying criteria. Supervisory responsibility for Construction Managers and Construction Inspectors. Possess and maintain PE license. Responsible for construction projects with total worth of sixty (60) million dollars of more.
 
Responsibilities

Analyzes and defines the scope and budget of projects with client divisions.

Writes City Council agenda items to obtain authorization to negotiate with consultants; coordinates the bidding process which includes advertising for bids, evaluations, recommendations of awards, and issuing notices of awards to consultants and contractors; interviews and thoroughly reviews firms' qualifications information for the ranking of proposals; and reviews plans, specifications, and construction cost estimates with various City divisions.

Leads project delivery teams, inclusive of construction managers and construction inspectors, and provides project guidance and direction to achieve project goals.

Sets-up and holds meetings with consultants to negotiate terms and conditions of contracts; reviews standard contract terms and condition; and manages consultant contracts to ensure adherence to scope and resolution of design conflicts.

Reviews plans, specifications, and construction cost estimates with various City divisions.

Monitors and approves construction activities such as change orders and pay estimates.

Develops schedules of construction projects as a whole and in relationship to specific job tasks.

Manages consultant contracts to ensure adherence to scope and resolution of design conflicts.

Performs other duties as needed to facilitate the accomplishment of departmental goals and objectives. Performs administrative and professional work involving improvement programs on behalf of the City of Orlando.

Participates in the development of the annual Five-Year Capital Improvement Program including project budgets, timelines, project descriptions, eligible outside funding sources, scopes of work, etc.; and coordinates the MWBE review process with the MWBE Office for design and construction contracts.

Prepares and coordinates the development of Joint Participation Agreements (JPA) with outside agency partners

Coordinates the use of eBuilder software by all City partners, consultants, contractors, and agency stakeholders; monitors and approves construction activities such as change orders and pay estimates; reviews monthly pay applications, keeping track of expenditures and assigned budget; reviews project schedules and reviews shop drawing/submittals of materials/RFIs; oversees and approves materials, equipment, and supplies of the project; reviews project progress of as-builts, field records, and final record drawings; and maintains records and prepares reports for all phases of construction.

Is responsible for coordinating RFQs and project bid solicitations advertisement; ensures consultants are selected for project design, construction services, or studies; and ensures project QA/QC during and after design and review of contract manuals and specifications.

During emergencies, the CIP project managers are considered essential workers: evaluates damage assessment that disrupts the City’s operations; performs inspection of essential public works facilities and operations, including bridges, water, and sewer main breaks, construction of critical or strategic infrastructure, traffic signal maintenance, emergency location services for buried utilities, maintenance of digital systems infrastructure supporting public works operations, and other emergent issues; and develops scope of work for emergency repairs.

Conducts CIP plan reviews; reviews different aspects of plans for CIP projects; provides comments; attends meetings for other CIP projects; and discusses issues and criteria.

Provides support to other divisions; attends biweekly meetings; provides project status; attends monthly City Lakes meetings to discuss lake water quality issues and find solutions; addresses citizens’ drainage issues and questions; and manages small to mid-size stormwater projects.

Provides JPA/grant application assistance with FDOT Local Agency Program (LAP), FEMA, and DEP; provides scope of work description, schedules, cost estimates, and calculations related to the grant; and assists in the application filling and process.

Manages JPA/grants: provides quarterly reports to appropriate funding source; provides monthly reports; attends bi-weekly meeting to report project progress; manages budgets and schedules for grant projects; attends public outreach meetings and project education sessions; manages reimbursements; submits all change orders for state approval; submits budget increase request and time extension request as needed; makes public presentations as needed to the City Council, staff, citizen groups, students, and others; and attends required training mandated by the grants.

Attends seminars and training programs; reads trade and professional journals and publications to maintain and upgrade professional knowledge, skills, and development; identifies and makes recommendations regarding enhancements to department procedures, codes, and guidelines and the development review process; researches proposed amendments to the City Code, Unified Development Ordinance, and other codes, policies, and guidelines and makes recommendations to staff and review bodies; performs under a standard of professional behavior that requires adherence to the highest principles of ethical conduct; and holds paramount the safety, health, and welfare of the public.

Assists citizens by phone or in person, answering a wide variety of inquiries regarding CIP projects; oversees all public involvement processes for any CIP project; and frequently meets with contractors, consultants, and the public at various stages of the project.
