Job Description
 

STREETS AND STORMWATER DIVISION:

STREETS: Performs work in the construction, renovation, modification, installation, and repair of streets. Performs construction, pipe installation and cement work including laying curbs, streets, sidewalks; working on a variety of structures; and performing related work incidental to these tasks. Is required to work under adverse environmental conditions. Work is performed under the supervision of a higher classification and reviewed by direct observation, while in progress, and upon completion.

STORMWATER: Performs semiskilled work in maintenance of stormwater curb inlets and baskets in the Streets/Stormwater Division. Performs lead and skilled work in the operation of storm inlets and storm baskets; may oversee unskilled employees. Is required to work in adverse weather conditions. Depending on the position, may assist on a vactor truck, cleaning storm lines and storm systems, and assisting on TV inspection truck.

WATER RECLAMATION DIVISION:

SEM - Performs semi-skilled work in the construction, renovation, modification, installation, inspection, and repair of wastewater collection systems (sewage force mains, gravity sewers and commercial/residential laterals). Assists a skilled worker in laying sewer lines and extensions, repairing broken sewer lines, building and repairing manholes, and/or collecting field data for rehabilitation of inflow/infiltration sources located in the sewer system; performs related work incidental to these tasks. May be exposed to raw sewage. Work is performed under the supervision of a Streets Maintenance/Construction Supervisor and reviewed by direct observation, while in progress, and upon completion. Is required to work under adverse environmental conditions.

SEM RECLAIM: Performs semi-skilled work in the construction, renovation, modification, installation, inspection, and repair of reclaimed water distribution and metering systems (commercial/residential reclaimed water service lines and metering assemblies). Assists a skilled worker in the repair, maintenance, and operations of the reclaimed distribution system, as well as several thousand service lines and metering systems; performs other related work incidental to these tasks, including assisting with inspections of facilities (commercial and residential) which utilize reclaimed water. May be exposed to raw sewage and reclaimed water product. Work is performed under the supervision of an Environmental Specialist or Utility Service Worker II. Is required to work under adverse environmental conditions.

LIFT STATIONS: Performs semi-skilled work in the operations and maintenance of the wastewater lift stations and provides associated support to systems (odor control systems, air compressors, chemical metering pumps and controls, etc.). Work is performed under the direction of a lead worker in a higher classification, such as mechanic, or lift station operator as directed by the Section Supervisor and reviewed by the direct observation, while in progress, and upon completion. Is required to work under adverse environmental conditions.

TREATMENT PLANT: Performs semi-skilled work in the construction, renovation, modification, and repair of wastewater treatment plants. Assists mechanics and electricians in the maintenance and preventative maintenance of treatment under adverse environmental conditions. May be exposed to raw sewage. Work is performed under the supervision of a crew leader, mechanic, or electrician and reviewed by direct observation, while in progress, and upon completion.

WASTEWATER - WETLANDS: Performs semi-skilled work in cleaning, maintenance, construction, and repair of the Orlando Wetlands Park Facility. Assists staff with repairs and preventive maintenance of park infrastructure. Work involves physical demands and exposure to adverse environmental conditions. Will be exposed to wildlife and biting insects on a routine basis. Work is performed under the supervision of Wetlands Manager and reviewed by direct observation, while in progress, and upon completion.

Work Schedule: Monday through Friday, 7:00 a.m. to 3:30 p.m.; subject to change based on Division and facility needs. Work Location: Orlando Wetlands Park, 25155 Wheeler Road, Christmas, FL. 32709.

Minimum Qualifications:

STREETS AND STORMWATER DIVISION: High School Diploma/G.E.D. Certificate. Must be able to read, write, and follow instructions. Six (6) months of experience in road construction, building construction, masonry, or related experience desired.

WATER RECLAMATION: Must be able to read, write, and follow instructions. Six (6) months of experience in any of the following areas desired:

• Conducting inspections
• General construction
• General or preventative maintenance
• General maintenance (Industrial or automotive equipment experience preferred)
• Sewer system evaluation
• Pump station operation/maintenance, or repair activities
• Cleaning or repair

NOTE – Additional qualifications may be required, depending on the area of assignment. See below:

• Florida Commercial Driver's License (CDL) Class A or B
• Valid State of Florida Driver's License
• Tanker Endorsement
• Wearing a respirator face plate. Must be comfortable with having no facial hair between the face and sealing surface of a respirator face plate

Some positions may require one (or more) of the following to be obtained:
• Obtain and maintain security clearance and GOAA ID badge within ninety (90) days of hire
• Tanker Endorsement within six (6) months of hire
• Respirator physical may be required

 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Locates areas to repair, replace, and lay sewer lines using maps and street markers. Builds manholes and other wastewater structures; lays out work by measuring dimensions and marking guidelines; spreads mortar; levels and positions block; fastens structures such as manhole rims to mortar; and applies finish to surface. Excavates damaged line by using jackhammers and shovels. Cleans, plugs off, and dewaters lines and land in construction area. Assists a skilled worker lay and repair sewer lines; assists in the preparation of surface elevations and cutting and sealing of pipes. Participates in the repair, maintenance, construction, and/or rehabilitation of manholes and other wastewater collection system installations; mixes and spreads mortar; and cleans and refinishes surfaces. Compacts earth fill into excavation pit using power equipment.

Operates pumps, compressors, air hammers, pipe saws, and other equipment incidental to the construction, repair, and installation of sewer lines and manholes.

Assists with conducting various methods/tests (pressure smoke testing, manhole inspections, night flow isolations, dye water flooding, velocity measurements, etc.) to locate inflow/infiltration sources within the sanitary sewer system; places notices on properties to inform residents of scheduled testing.

Installs flow recorders, ground water gauges, rainfall meters, and other monitoring equipment in manholes to locate, identify, and quantify the inflow/infiltration entering the sanitary sewer system.

May perform routine maintenance on truck; ensures that protective clothing and related materials and supplies are available for use when needed.

For Wastewater Lift Stations: Assists lift station mechanics with the performance of routine, preventive, and emergency duties related to maintaining the mechanical equipment and components of the wastewater lift stations. Assists in inspection of pumps, motors, comminutors, compressors, valves, float control systems, and related equipment to ensure working properly. Assists lift station electricians with the performance of routine, preventive, and emergency duties related to maintaining the electrical equipment and components of the wastewater lift stations. Assists lift station operators with the performance of routine, preventive, and emergency operational observations, inspections, and other related operational duties of the wastewater lift stations.

For Streets: Levels earth to fine grade specifications using pick and shovel. Assists a skilled worker in laying and repairing storm lines; assists in the preparation of surface elevations and cutting and sealing of pipes. Participates in the repair, maintenance, and construction of manholes, inlets, headwalls, lake structures, and other storm water collection system installations, guardrails and fences; mixes and spreads mortar; and cleans and refinishes surfaces.

For Wastewater-Environmental Control (RECLAIM): Locates and identifies areas to repair, replace, or otherwise reconstruct reclaimed water lines using maps and street markers. Excavates damaged lines by using jackhammers and shovels. Cleans, plugs off, and dewaters lines and land in construction area. Assists a skilled worker in the repair of reclaimed water lines and metering stations; assists in the preparation of surface elevations and cutting and sealing of pipes. Participates in the repair, maintenance, construction, and/or rehabilitation of manholes and other wastewater collection system installations; mixes and spreads mortar; cleans and refinishes surfaces. Compacts earth fill into excavation pit using power equipment. Operates pumps, compressors, air hammers, pipe saws, and other equipment incidental to the construction, repair, and installation of reclaimed water lines and valves.Assists in inspection of pumps, motors, valves, float control systems, and related equipment to ensure properly working.

Assists with conducting various methods/tests relative to water quality and cross connection control. Installs flow recorders, pressure gauges, and other equipment related to system monitoring.

May perform routine maintenance on City issued vehicle.

May be required, at any time, to assist other maintenance and operations personnel in the performance of routine, preventive, and emergency duties related to maintaining the mechanical equipment and components of the wastewater collection system, reclaimed systems, and/or lift stations.

Assists with vac truck.

Performs other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Some knowledge of the methods, materials, equipment, and techniques used in the extension, repair and maintenance of wastewater collection or storm drainage systems to include manholes, collection lines, and sewer force mains or operation and minor maintenance of pumping stations.

Knowledge of occupational hazards of the types of work performed and of necessary precautions (e.g. man hole and confined space entry procedures).

Skill in the operation and care of a variety of hand and power tools, such as jackhammers (up to 90 lbs.), compressors, compactors and cement mixers, portable pumps, portable generators, mud hogs, power rodders, tap machines, and related equipment used in wastewater collection system construction , repair, and/or lift station operations.

Skill in sewer or storm line pipefitting work, which involves frequent lifting, bending, pushing, walking, standing, and climbing.

Skill in operation and minor maintenance of pumping stations.

Ability to operate small trucks, large trucks, hand and power tools.

Ability to perform heavy labor for extended periods under varying climatic conditions and work around deep holes, open trenches, wet wells, and traffic.

Ability to understand and follow oral instructions.

Ability to work nights, weekends, and holidays as scheduled and when required due to emergencies.

Ability to maintain various forms and data sheets as required by OSHA regulations.

Ability to use and maintain emergency breathing apparatus for confined space.

Ability to communicate utilizing a two-way radio.

WASTEWATER-ENVIRONMENTAL CONTROL (RECLAIM):

Some knowledge of the methods, materials, equipment, and techniques used in the extension, repair, maintenance and operations of the reclaimed water distribution system and minor maintenance of the main lines, service lines and metering stations.

Knowledge of occupational hazards in regard to the types of work performed and of necessary precautionary procedures (e.g. excavations and confined space entry procedures).

Skill in the operation and care of a variety of hand and power tools, such as jackhammers (up to 90 lbs.), compressors, compactors, cement mixers, portable pumps, portable generators, mud hogs, tap machines, and related equipment used in reclaimed water distribution system construction , repair, and/or operations.

Skills in reclaimed system repair and maintenance, which involves frequent lifting, bending, pushing, walking, standing, and climbing.

Skill in operation and minor maintenance of pumps motors, valves and other related maintenance tools and equipment.

Ability to operate small and large trucks, and hand and power tools.

Ability to perform heavy labor for extended periods of time under varying climatic conditions; ability to work around deep holes, open trenches, wet wells, and traffic.
