Job Description
 
Performs administrative and professional work involving the quality control of capital improvement programs on behalf of the City of Orlando. An employee assigned to this classification is responsible for planning, directing, leading, and coordinating activities of construction managers and construction inspectors to ensure projects are accomplished within prescribed time frame and funding parameters; analyzes scope and budget of projects; coordinates the bidding process; negotiates contracts and manages consultant contracts; reviews plans, specifications, and cost estimates; and coordinates with agencies and citizens during project execution. Projects managed by this position have a total worth of more than sixty (60) million dollars. Work is performed under the general direction of the Division Manager and Assistant Division Manager. Performance is reviewed on a periodic basis through both formal and informal meetings and reports.

ENVIRONMENTAL: Performs administrative and professional work involving the management of capital improvement or environmental projects on behalf of the City of Orlando. An employee assigned to this classification is responsible for planning, directing, and coordinating activities to ensure projects are accomplished within prescribed time frames and within budgetary constraints. Specific qualifications in Environmental Engineering or Geology are required. Must have a strong background in projects involving environmental remediation/soil and water contamination and proven successful experience dealing with environmental regulatory agencies. Work is performed under the general direction of the Division Manager. Performance is reviewed on a periodic basis through both formal and informal meetings and reporting procedures.

Minimum Qualifications:

Bachelor's Degree in Civil Engineering with four (4) or more years experience in the area of design and project management; or an equivalent combination of education, training, and experience. Experience in leading design related transportation and stormwater public infrastructure projects. Some supervisory experience in construction required. Valid Professional Engineer license required. Valid Florida Driver's License required.

Qualifying criteria to be included in this classification:
• Supervisory responsibility for Construction Managers and Construction Inspectors.
• Possess and maintain PE license.
• Responsible for construction projects with total worth of $60 million dollars of more.

ENVIRONMENTALBachelor's Degree in Environmental Engineering, Civil Engineering, or Geology and four (4) or more years experience in project design, management and environmental remediation; or an equivalent combination of education, experience and training. Florida Professional Engineer (PE) License required.
 
Responsibilities

Analyzes and defines the scope and budget of projects with client divisions.

Writes City Council agenda items to obtain authorization to negotiate with consultants.

Leads project teams, inclusive of engineers, construction managers, construction inspectors, contractors, and internal/external stakeholders; provides project guidance and direction to achieve project goals; coordinates with City leadership on projects, providing background on project purpose, citizen and neighborhood coordination, and project progress; manages design consultants by holding progress meetings and design workshops, reviewing consultant billings, providing design decisions, and accepting final design plans; and leads selection committees through selection processes.

Conducts site reconnaissance to evaluate existing conditions, assists in identifying conflicts, and develops the required and desired scope of work for capital improvement projects; coordinates with stakeholders to define the scope of work; holds meetings with consultants, contractors, and utilities to review and negotiate contracts, fees, and schedules for the completion of the study, design, and construction phases of the projects; coordinates with the MBE office for review and approval of proposed contracts; and coordinates with the City Attorney’s office for development of contracts.

Reviews plans, specifications, and construction cost estimates with various City divisions.

Coordinates the bidding process, which includes: the preparation of final documents for construction; advertising for bids, coordinating addenda to bids/answering bidder questions, evaluating bids, and conducting interviews for reviewing firms' qualifications information for the ranking of proposals; recommendations of awards; and issuing the Notice to Proceed to consultants and contractors following Procurement's issuance of Notice of Award; coordinates site visits and solicits bids directly from Rapid Response contractors for emergency or small projects (small project, as defined in the Rapid Response contract); and coordinates obtaining and recording payment and performance bonds as needed for Rapid Response projects.

Monitors and approves construction activities such as change orders and pay estimates.

Develops schedules of construction projects as a whole and in relationship to specific job tasks.

Manages consultant contracts to ensure adherence to scope and resolution of design conflicts.

Participates in the development of the annual Five-Year Capital Improvement Program process, including project budgeting, estimating schedules, providing project descriptions, and identifying eligible outside funding sources; develops engineering estimates for future design and construction projects; and coordinates with stakeholders regarding future project needs.

Performs other duties as needed to facilitate the accomplishment of departmental goals and objectives.

Coordinates the use and implementation of the eBuilder software by all project team members, including City team members, external consultants, contractors, and agency stakeholders; performs initial project set up in eBuilder; identifies project stakeholders; and ensures project team members have access and training by eBuilder coordinators and utilize the project management software that the City uses to track the progress and status of projects. Prior to the start of construction phase, this position is responsible for entering all construction pay items, uploading construction contract documents, and setting-up program for transition to construction phase of the project.

Manages various capital improvement projects throughout the City having a total value of 60 million or more at any given time by various project delivery methods, including Design-Bid-Build, Design-Build, Construction Manager at Risk, Rapid Response, and Term Contracts; manages engineering studies and master planning efforts; and performs under a standard of professional behavior that requires adherence to the highest principles of ethical conduct.

During emergencies (hurricanes, floods), this position is considered an essential worker; assists in staffing the Emergency Operations Center (EOC) before, during, and after storm events; after storm events, performs damage assessments, inspection of essential Public Works facilities and operations, including roadways, bridges, sewer mains, traffic signals, and lake water levels; manages the response to emergency repairs via Rapid Response and term contracts; maintain records; and prepares reports to submit reimbursement requests to FEMA.

Maintains Professional Engineer License; identifies opportunities for professional development such as conferences, trainings, webinars, and seminars to keep skills and knowledge up to date. Through on-going professional development, remains abreast of new technologies, emerging trends, regulatory updates, and evolving industry standards. Makes recommendations for revisions to the Engineering Standards Manual based on current industry standards and assists in the implementation of revisions. Makes recommendations for enhancements to departmental procedures, guidelines, and the development review process.

Reviews project concepts, engineering studies, and engineering drawings for code and standards compliance; reviews project specifications, standards, construction cost estimates, shop drawings, and operation and maintenance manuals; recommends new equipment, technology, and processes to improve City systems; defines problems; researches, interprets, and applies information; assists in developing technical solutions; makes decisions; and performs administrative and technical work tasks throughout all phases of a capital project.

Assists in the identification of grants and preparation of grant applications; manages projects funded by FDOT Local Agency Program (LAP), FEMA, FDEP, and other grant funding; provides project descriptions, schedules, cost estimates, and calculations related to the grant; assists in the application and grant execution process; manages budget, reimbursements, and schedule for grant projects; coordinates with the region’s MPO/MetroPlan in programming of regional transportation funds for capital improvement projects; ensures projects are executed in adherence to grant requirements, including compliance with the Build America, Buy America Act, Davis Bacon Act, and other federal statutes as required by the grant; and follows all steps of the grant lifecycle.

Prepares and coordinates the development of Joint Participation Agreements (JPA) with outside agency partners; coordinates City Council and other board approvals; manages the contracts for adherence to the JPA; serves as the City’s liaison with partner agencies and organizations, such as Orange County, OUC, FDOT, neighborhood groups, main street organizations, and others in the development of capital improvement projects; and coordinates with property owners, outside agencies, City Real Estate Division, City Attorney’s Office, and others to facilitate property acquisitions and/or easement acquisitions as needed for capital projects.

Assists citizens by phone or in person, answering a wide variety of inquiries regarding capital projects; oversees all public involvement processes for assigned projects; frequently meets with contractors, consultants, elected officials, and the public at various stages of the project; makes public presentations as needed to residents, business owners, elected officials, City staff, citizen groups, City Council, and others; makes public presentations as needed to the City Council, staff, citizen groups, students and others; and performs other duties as needed to facilitate the accomplishment of departmental goals and objectives.
