Job Description
|
|
Perform specialized work in areas of emergency communications. Employees assigned to this classification receives and responds to emergency and non-emergency calls for police service by answering incoming telephone/911 lines, dispatching officers to calls, obtaining and relaying information from FCIC/NCIC; monitoring alarm systems; maintaining various logs and files and performing related clerical administrative tasks. Work is performed under general supervision in accordance with departmental procedures. Employees must exercise initiative and independent judgment to properly react and respond appropriately under very stressful conditions. Work is reviewed while in progress and upon completion through direct observation, audit of tapes, review of logs, and supervisory meetings to ensure compliance with policy and procedures and established standards
Minimum Qualifications: High School Diploma/G.E.D. Certificate and six (6) months clerical experience; or an equivalent combination of education, training, and experience. Prior experience in communications desired. Must possess FCIC/NCIC certification within 3 months of employment. Must type 25 CWPM. Must pass police background investigation which includes polygraph examination. Additional Qualifications for Promotion (ECS I to ECSII): Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets. Must have a certification in either Desk, Radio or Teletype.

Responsibilities

EXAMPLES OF WORK PERFORMED:

Receives and responds to 911, emergency, non-emergency, compliant and service related phone calls; determines nature and priority of calls by asking questions of callers and transfers calls to appropriate person.
Operates computer aided dispatch (CAD) system to dispatch police units to calls; monitors activities and location of police units, investigates, crime scene technicians and tactical patrol forces to ensure situations are under control; provides immediate back-up for officers when needed and notifies appropriate supervisors.
Retrieve and transmit information from FCIC/NCIC regarding outstanding warrants, vehicle registrations, driver licenses, criminal histories, etc.; maintains appropriate logs and files in accordance with requirements of the Florida Crime Information Commission (NCIC and FCIC) and departmental procedures.
Trains employees by demonstrating procedures, instructing in the operation of equipment, and teaching the knowledge, skills, and abilities needed for successful performance.
Maintains various files and logs to document information pertaining to calls received; prepares written summaries of critical situations to alert on-coming personnel; completes records of towed vehicles, etc.
Provides information regarding road blocks, railroad signal or alarm malfunctions, traffic signal problems, and other information to radio stations and other agencies.
Operates and maintains dictaphones and video recorders, maintains files of audio and video tapes.
Performs other duties as assigned by supervisor.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of National and Federal Communication Commission and NCIC/FCIC Regulations.
Knowledge of operating procedures for handling emergency and non-emergency calls.
Knowledge of computer aided dispatch (CAD) system operations.
Knowledge of radio consoles, radio comparators, microwave, and radio repeater systems.
Knowledge of FCIC/NCIC equipment, OCSO Records systems, OPD Records systems and microfiche operations.
Knowledge of emergency communications codes and signals.
Knowledge of operation of 911, VCR, security cameras, CAD terminals.
Knowledge of location and service provided by local law enforcement agencies.
Skilled in operation of 911, VCR, security cameras, CAD terminals, FCIC/NCIC systems records and other communications equipment.
Skilled in operation of multi-line telephone system.
Ability to respond various calls simultaneously and take proper actions.
Ability to obtain and record factual information quickly and accurately.
Ability to sit for prolonged periods of time.
Ability to communicate effectively both verbally and in writing.
Ability to simultaneously type and operate various computer systems, and related emergency communication equipment.
Ability to read maps and understand sectors, districts, and grids.
Ability to write legibly and spell correctly.
Ability to work around constant noise of telephones and communication equipment.
