Job Description
 
Performs complex clerical and technical work in the Human Resources, Labor Relations Division as well as handling all leaves including FMLA. Primary responsibilities include the full cycle processing of all FMLA leaves, processing and entering various personnel data and contracts, and maintaining related records. Work is performed according to established policies, procedures, contracts, and deadlines. Employee is expected to exercise discretion, confidentiality, and judgment, as well as develop work routines and complete assignments with limited supervision. Work is performed under general supervision and is reviewed upon completion for accuracy and adherence to policies, procedures, and contracts.

Minimum Qualifications:

Associate's Degree with coursework in Business Communication, Human Resources or Employee Relations, and Basic Mathematics. Two (2) years personnel, labor relations, or related experience; or an equivalent combination of education, training, and experience.

Administers all leaves from point of first contact through the return of the employee or separation of employment including FMLA leaves. Answers manager/employee related questions in accordance with City policies, procedures, and contracts. Follows related laws and regulations that impact leaves.

Reviews all drug screens except for new hires; escalates any positives to the Senior Employee Relations Specialist to handle.

Prepares and sends out meeting notices for negotiation and other meetings; provides information to the Clerk’s Office for posting.

Prepares duplicate recordings of taped sessions

Assists employee relations specialists and other personnel as requested.

Reviews policies, procedures, personnel contracts, and personnel data forms submitted for processing for completeness, accuracy and compliance; contacts source of information to resolve problems.

Types general correspondence, reports, and forms as required.

Compiles and formats all collective bargaining agreements prior to printing and publishing on the intranet.

Performs technical work implementing, administering, and tracking labor relations related training courses in Workday including entering data, running reports, assembling training materials, maintaining files, and assisting in the delivery of training as assigned.

Performs technical work in Workday tracking employee leaves of absence and other assigned related duties; furnishes information to payroll regarding employee leave time; conducts research on employee/manager coding issues; and counsels on changes.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of principles and practices of human resources and labor relations.

Knowledge of state and federal leave laws/regulations, policies, procedures, union contracts, business, communication, basic mathematics, and office practices and procedures.

Knowledge of computerized records maintenance.

Knowledge of the Workday, Kronos, Word, and Excel systems/software.

Skilled in the use of computers.

Ability to analyze data, perform research, and resolve discrepancies.

Ability to operate personal computer for extended periods of time.

Ability to interpret policies, procedures, and contracts and provide accurate information.

Ability to establish and maintain effective working relationships with employees, union representatives, and the general public.

Ability to work independently, plan work schedules, meet deadlines, and handle confidential and sensitive material.

Ability to effectively communicate, both orally and in writing.
