Job Description
|
|
Performs professional and administrative work involving community funding programs for the Office of Community Affairs. Responsible for establishing and implementing internal controls and processes to monitor compliance with contract agreements and grant guidelines; and providing technical assistance to grantees. The primary focus of this position is with the Mayor’s Matching Grant and Community Investment Program. Work is performed under the general supervision of the Community Outreach Manager. Work is reviewed and evaluated regularly through meetings, audits, reports, data, and results obtained.
Minimum Qualifications:
Bachelor’s Degree in Public or Business Administration, Accounting, Social Sciences, or related field and three (3) years experience in grant management; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Experience in nonprofit or government administration preferred.

Coordinates the grant funding cycles for the Mayor’s Matching Grant and Community Investment Program, programs funded by the City’s general revenue budget.
Develops monitoring programs to evaluate and assess progress of community projects and ensures compliance with policies, contract agreements and grant guidelines. Oversees large, complex programs and projects.
Provides technical assistance to grantees, which include non-profit organizations, schools, neighborhood organizations and others. Supports projects and programs that enhance neighborhoods, provides housing services, domestic violence prevention, healthy living for seniors and other support, education, and safety initiatives.
Reviews metrics and data to measure impact of programs and projects. Assesses community needs.
Generates quarterly and annual performance reports and contributes to the preparation of annual performance measure reports.
Prepares and maintains documents and files for monitoring and audits in accordance with grant guidelines. Administers the grantmaking database system, including managing data hierarchy, data quality, data retrieval, coding, and reporting.
Coordinates the preparation of contract agreements and amendments with non-profit agencies, neighborhood associations and others.
Participates in the development of projects, programs, and related activities in accordance with grant goals. Assists in bid preparations and evaluations.
Prepares materials, presentations and public education for community groups, other agencies and the general public in preparation of project proposals, public hearings and other grant-related activities.
Attends panel discussions with Community Service Organizations such as Pet Alliance, Homeless Services Network and Central Commission on Homelessness; and Arts and Cultural Organizations including Orlando Science Center and United Arts of Central Florida.
Provides accounts of community impacts of funding to management and elected officials, and to the community through pictures and stories on social media.
Perform other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of basic statistical methods, data collection, research, and analysis.
Knowledge of English grammar, spelling and punctuation.
Knowledge of IRS form 990.
Skilled in project coordination; including planning, budgeting, scheduling, evaluating, and monitoring compliance with contract agreements and regulations through to completion.
Ability to read, interpret and explain regulations, guidelines and procedures for the Mayor’s Matching Grant and Community Investment Program and other funding programs.
Ability to approach work strategically, identify problems, research, analyze, determine relevance of information, exercise sound judgment, resolve problems, generate alternatives, and make recommendations.
Ability to multitask and handle a complex and detail-oriented workload and assigned special projects.
Ability to communicate effectively orally and in writing; make presentations and prepare reports.
Ability to establish and maintain effective working relationships with City employees, elected officials, nonprofit leadership, businesspersons, social service agencies and residents.
