Job Description
|
|
Performs paraprofessional work and is responsible for advanced payroll calculations and fiscal functions. Processes bi-weekly payroll and off-cycle payroll. Provides employee, supervisor, and vendor assistance with payroll-related functions and procedures. Work is performed under the supervision of the Payroll Manager.
Minimum Qualifications:
Associate's Degree in Accounting, Bookkeeping, or related field with three (3) years in-house payroll processing experience, to include experience in data entry, Microsoft Office (Excel, Word), and Adobe; or an equivalent combination of education, training, and experience. Must be able to operate a personal computer. Must pass police background investigation which includes polygraph. Specific knowledge in Kronos and Workday highly desired.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Responsibilities

Reviews time cards for accuracy and inputs payroll hours
Reviews payroll adjustment forms for retro payments
Calculates pay results for various payroll reimbursements
Processes deductions and garnishments
Prints checks and payroll reports
Reconciles and balances payroll, vendor, customer and/or general ledger accounts; and assist with W-2/1099R distribution.
Processes Bi-Weekly and off-cycle payrolls as necessary.
Creates and updates forms as needed
Conducts cross-training in other fiscal functions
Provides information and assistance regarding accounting and payroll-related issues to employees, customers and the public
Researches problems and initiates problem resolution; conducts research for special projects.
Processes and reviews employee changes, deductions/garnishments, paid and not paid leave request, etc.
Provides technical assistance to all departments to insure compliance related to employee payroll transactions.
Maintains and archives payroll records as defined by policies and procedures including W-2 forms, W-4's, direct deposit and pension benefit information etc.,
Maintains payroll guidelines by writing and updating departmental procedures.
Processes new retirement participant’s entries for Civil Pension and General Pension.
Processes payroll input when required
Works independently on complex and confidential assignments and to analyze a wide variety of data.
Ensures compliance with city policies and procedures, union contracts and state and federal regulations.
Serves as backup to the Senior Payroll Specialist.
Performs related administrative tasks as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Working knowledge of financial record keeping principles, practices and methods.
Some knowledge of the practices and methods of accounting.
Some knowledge of the laws, rules and regulations applicable to financial record keeping for municipal government.
Some knowledge of effective supervisory techniques may be required.
Ability to maintain accurate and complete technical operating records.
Ability to review financial transaction records for accuracy, completeness and conformance to standard accounting practices or compliance with contracts and agreements.
Ability to establish and maintain financial record keeping systems.
Ability to establish and maintain effective working relationships with other employees and the general public.
Ability to perform mathematical computations, using a standard office calculator with speed and accuracy.
Ability to enter detailed financial data in computerized system with accuracy and generate required reports.
