Job Description
 
Performs advanced paraprofessional work with responsiblity for advanced payroll calculations and fiscal functions. Processes bi-weekly payroll and off-cycle payroll. Provides employee, supervisor, and vendor with payroll-related functions and procedures. Work is performed under the supervision of the Payroll Manager.

Minimum Qualifications:

Associate's Degree with major coursework in Accounting or Business and four (4) years in-house payroll processing experience, to include experience in data entry, Microsoft Office (Excel, Word), and Adobe; or an equivalent combination of education, training, and experience. Must be able to operate a personal computer. Must pass police background investigation which includes polygraph. Specific knowledge in Kronos and Workday highly desired.

Additional Qualifications for Promotion:

Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Monitors and maintains activity in the time and attendance system; ensures supervisors approve bi-weekly timesheets, reviews timesheets entries for time adjustments, answers employees and supervisor questions, transfers hours in to Payroll Module. 

Reviews and processes bi-weekly payroll in Payroll Module; including, but not limited to, terminations, retirements, reclassifications, and promotions, demotions, for approval and final determination.

Processes off-cycle payrolls and demand checks as necessary.

Tracks and reviews employee special payments, deductions/garnishments, paid and not paid leave request, etc.

Works in a team environment coordinating with other team members in the processing of payroll.

Maintains and documents all department procedures.

Performs related administrative tasks; creates and updates forms as needed; conducts cross-training in other fiscal functions; provides information and assistance regarding accounting and payroll-related issues to employees,

supervisors and the public; researches problems and initiates problem resolution; conducts research for special projects. Ability to deal effectively with stress and time pressures is a requirement.

Trains departments as necessary to ensure an accurate, secure and timely payroll process. 

Reviews and maintains time and attendance system configurations and make suggestions for best practices.

Performs audits of data prior to payroll completion and follow all established controls.

Completes post payroll audits and reporting, prepares metrics and tracks errors.

Ensures compliance with city policies and procedures, union contracts and state and federal regulations.

Prepares journal entries including monthly reconciliations, employee receivable accounts and ad hoc payments.

Serves as backup to the Payroll Coordinator.

Performs other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the modern principles, practices and methods of accounting and the ability to apply this knowledge to various work situations.

Knowledge of the laws, rules and regulations controlling budgetary and fiscal record keeping.

Knowledge of the operation of other standard office machines including calculators.

Ability to operate personal computers and experience in Microsoft Office (Advance Excel level, Word and Adobe)

Ability to perform work involving written/numerical data and to make arithmetic calculations both manually and on the computer.

Ability to plan and coordinate the work of subordinates.

Ability operate a personal computer for extended periods of time.

Ability to research, organize and maintain financial data on the computer and to generate accurate financial and accounting reports.

Ability to perform complex accounting work, obtain and consolidate data, and prepare and effectively present reports, both orally and in writing.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to establish and maintain effective working relationships with other employees and the general public.
