Job Description

Performs professional work in the area of traffic studies. Conducts traffic investigations in response to reported traffic concerns. Performs a variety of engineering analyses to determine the effectiveness of existing conditions. Makes recommendations for improvements and generates work orders. Communicates orally and in writing, responding to questions and complaints with the public, insurance agents, attorneys, or other governmental agencies. May work outdoors under adverse conditions while collecting traffic data or installing data collection equipment such as traffic counters and cameras. Performs crash report data clerking and generates crash diagram. Responsible for keeping the City of Orlando’s count program up to date. Work is performed under the supervision of the Traffic Studies Manager and performance is reviewed upon completion through direct observation, reports submitted, and evaluation of results obtained.

Minimum Qualifications:

Associate's Degree with coursework in Traffic Engineering, Math, Data Processing, Drafting, and Technical Writing plus four (4) or more years experience in traffic engineering with responsibility for collecting and analyzing technical data; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required.

Additional Qualifications for Promotion:

Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Responsibilities

EXAMPLES OF WORK PERFORMED:

Assists with the development and implementation of the City’s Neighborhood Traffic Management Program; assists in creating and maintaining written policy and guidelines, attends public meetings to assist in the interpretation/explanation of residents’ concerns.

Conducts field investigations to observe vehicular movement; roadway lighting, visibility of signs, traffic flow patterns pavement and marking conditions, sight distances and sight line obstructions, location of traffic signals/signs, street dimensions and other factors that may affect traffic conditions; analyzes collected data, prepares diagrams, charts, graphs and reports to illustrate existing site characteristics and recommends proper corrective measure(s) to be employed.

Collects traffic volume data by counting vehicles using manual and/or electronic count boards; collects and analyzes vehicular speed data, prepares reports and recommends appropriate signs and/or markings.

Operates computer to maintain request and work order data base, traffic analysis software, word processing, spreadsheets, graphics and digital photo software.

Conducts various Transportation Engineering studies including but not limited to travel time and delay studies; stop sign compliance; multi-way stop, signal and left turn warrant studies; origin and destination studies; pedestrian studies and parking surveys. Analyses data to determine which streets can benefit from further study, and which alternatives, if any, would reduce or eliminate traffic problems. Summarizes data and submits corrective action to be taken to supervisor for approval.

Analyzes data (I.e. traffic volume, accident/injury history, left turn factors), compares findings with established guidelines and recommends appropriate traffic control method to supervisor for approval; prepares reports and prepares work order as needed.

Responds to questions/complaints request from the public before, during and upon completion of studies; coordinates with other City bureaus and outside agencies as needed to implement recommended changes. Provides information to the public regarding transportation engineering's standards and practices through oral and written correspondence.

Maintains database and files of all traffic studies, signal plans and signalized intersections conducted for future reference.

Prepares detailed written reports and correspondence on behalf of the City of Orlando outlining study findings and makes recommendations.

Performs interviews with business owners/property owners and citizens regarding their traffic/parking problems and needs; analyses and summarizes information and prepares written report outlining findings and makes recommendations for supervisor's approval to initiate further action, studies, etc.

Designs brochures, charts, graphs, forms and other visual aids for public presentation and distribution.

Performs other related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Proficient knowledge of drafting techniques.

Knowledge of mathematics, including algebra. Coursework in Geometry and Statistics is helpful.

Knowledge of personal computers and basic work processing, spreadsheet and database software.

Knowledge of state and federal guidelines that govern traffic studies and related improvements.

Knowledge of traffic data collection methods and techniques.

Knowledge of digital camera's and photo manipulation software.

Ability to collect and analyze technical traffic data and make valid conclusions and recommendations.

Ability to establish and maintain effective work relationships and knowledge of customer service skills.

Ability to prepare clear concise written technical reports.

Ability to use hand held radar unit, computer, camera equipment, electronic data collection equipment.

Ability to interpret engineering drawings, plat sheets and aerial photographs, GIS maps.

Ability to communicate effectively both orally and in writing.

Ability to perform duties under sometimes adverse conditions while collecting traffic data such as inclement weather, traffic fumes and noise, and to climb, bend, stoop, and reach overhead to obtain measurements.
