Job Description
|
|
Performs administrative and supervisory work in the Wastewater Division. Responsible for the management of City of Orlando surcharge, revenue meter, credit meter, and oil and grease management programs. Manages compliance inspections to ensure that federal, state, and local regulations are met. Supervises the work of staff engaged in collecting wastewater samples. Work is performed under the general direction of the Wastewater Assistant Division manager. Work is reviewed through conferences, reports submitted, and results obtained.
Minimum Qualifications:
Bachelor's Degree with major coursework in Chemistry, Biology, Environmental Science, Environmental Engineering, or related field and five (5) years responsible experience in wastewater, solid waste, hazardous waste, or inspection including water sampling, analysis, or enforcement of wastewater, and water quality environmental law. Two (2) years in Oil and Grease Management preferred. Some supervisory experience required.

Manages the City of Orlando’s Surcharge, Revenue Meter, Credit Meter, and Oil and Grease Management Programs.
Supervises plans, organizes, coordinates, the work of staff engaged in collecting wastewater samples, inspecting, and enforcing environmental protection laws concerning wastewater. Ensure that the inspection work is done properly regarding all illicit discharges of the sanitary sewer system.
Manages compliance inspections to ensure that federal, state and local regulations are met, which include, City Code Chapter 30 Oil and Grease compliance monitoring, E.P.A. 106 Work Plan, wastewater treatment plant permit renewals and Clean Water Act.
Works closely with the Water Reclamation Facility Managers and the Environmental Control Manager to ensure that all facility compliance reports (DMR’s, annual biosolids reports, nutrient management plans, annual reclaimed water analysis and usage reports, sierra title three reports, IWPP local limits compliance monitoring and annual report etc.) are submitted on a timely basis.
Coordinates all responses to EPA, FDEP and local authorities for any non compliance letters that are received throughout the Division.
Manages the permit renewal process for all Water Reclamation Facilities and all on-site Stormwater monitoring and compliance.
Maintains detailed records of all sanitary sewer overflows and field investigation data; analyzes data to determine if a violation of applicable City, State or Federal regulations has occurred; enters data into computer database.
Conducts research to identify better ways of grease prevention, especially associated with residential users of the collection system. Provide public awareness information about grease prevention and sanitary sewer overflows through public presentations.
Prepares periodic and special technical reports and documents; ensure data and reports are accurate, complete and in compliance with regulations; review reports, records and field data to make sure it is entered correctly in specialized systems such as Linko, CMMS, or spreadsheets and database such as Excel and Access; respond to inquiries and audits.
Stays abreast of current and emerging environmental regulations and policies related to wastewater point and non-point source pollution, erosion, and water quality functions; monitor impacts and inform management of issues; provide consultation, make recommendations, and assist with implementation of policies and procedures.
Assist with special projects, review plans, confer with managerial, professional, technical, consultant staff, and others to resolve problems and coordinate activities.
Perform a variety of administrative duties including records maintenance, budget projection and preparation for section; respond to complaints and resolve problems; attend meetings or conferences and represent the Division and the City of Orlando in a professional manner.
