|
Under general supervision, reviews preliminary building construction plans to ensure compliance with the City's Land Development Codes, Concurrency Management, and other applicable codes, ordinances, or standards in assigned areas of responsibilities such as new and existing residential or commercial buildings, signage, driveways, parking areas, and landscapes; consults with developers and property owners to explain reasons for approval/disapproval and offer alternatives to meet compliance; performs other related duties as assigned. This position serves as lead technician and reviews work of Development Review Technicians I/II’s to ensure work is complete and accurate with appropriate technical comments, impact fee calculations, and other related tasks are performed in accordance with departmental standards.
Minimum Qualifications:
Associate's Degree in Engineering Technology, Business, or related field plus five (5) years as Development Review Technician II or five (5) years of demonstrated proficiency in both commercial and residential plans review; or an equivalent combination of related education, training, and experience.

Serves as lead technician and reviews work of subordinate Development Review Technicians I/II’s to ensure work is complete and accurate with appropriate technical comments, impact fee calculations, and other related work is completed in the absence of the Chief Plans Examiner.
Edits work, solves problems, and provides training as needed.
Distributes and balances workload of team to ensure timely accomplishment of work in the absence of the Chief Plans Examiner.
Maintains records and informs supervisor of training needs accomplishments, and problems as necessary.
Performs the most advanced and complex development review work including commercial building; handles non-routine special assignments including preliminary and final construction plans, specifications, and related documents to ensure compliance with the City’s land use and zoning regulations.
Advises developers or other interested parties on requirements and permit issuance status; recommends alternate ways of gaining compliance with regulations; reviews, process, and records plats.
Interprets field survey notes, right of way, and as built drawings to determine characteristics of proposed construction projects; researches history; prepares feasibility reports and conditions for approval for review by supervisor.
Determines a variety of impact fees and credits including transportation, orange county school, Park and sanitary sewer fees.
Reviews and coordinates the processing and allocation of concurrency capacity to ensure adequate levels of service for development (i.e. DRI’s, vested rights, agreements, etc.).
Monitors projects to ensure compliance with initial concurrency determination; maintains concurrency management system with up-to-date account list, type of credits, and amounts; maintains accurate records.
Assists with annual concurrency rollover and reports on percentage of built that occurred.
Responds to inquiries, provides information on account including sewer, school/transportation quotes and requirements.
Assists with preparation of agenda items and reports to the Technical Review Committee (TRC), Board of Zoning Adjustment, etc.,
Ensures documents are complete and accurate; may conduct research as necessary.
Provides input and recommendations regarding land use regulations, impact fees, conditions for approval, permits, and related matters.
Attends various meetings, and serves as liaison with other division and department staff as necessary.
Responds to inquiries, concerns and complaints from interested parties such as developers, engineers, staff, and other interested parties regarding policy and regulations on development review, permit issuance, impact fees, sewer drainage, driveways, parking lots, and roadways.
Problem solves routine issues per established standard policies and procedures, refers complicated and non-routine issues to supervisor.
Explains process and procedure; responds to request for information, and follows up by telephone or in writing as required.
Performs skilled and technical analysis on preliminary and final building plans, construction plans for compliance with the Land Development Code, Concurrency Management, Engineering Standards Manual and other codes. Primary Development Review Technician reviewer as part of the Permitting Express Team.
Maintain detail records relating to preliminary and final plats review process through staff review and reports, TRC/MPB meetings.
Administers and develops staff reports for various departments: Public Works, Water Reclamation (Wastewater) Development Review [Permitting Services] for the TRC/MPB and Variance (VAR) Monthly meeting,
Coordinates the allocation of sanitary sewer capacity, concurrency management capacity and Orange County School Concurrency.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Advance knowledge of Federal, State and Municipal Building and Fire Codes, Engineering Standards Manual, Sewer Service Policy, ordinances, laws, and regulations and of Chapter 58-68 of the Orlando City Code (Land Development Code), Concurrency Management, Chapters 28, 30, 56, 59 & 65.
Knowledge of building construction, material and methods, knowledge of math, chemistry, survey and physics.
Knowledge of Florida Status 177 and landscape principles of native and non-native plant material.
Skilled in the use of computer technology, engineering and survey, outlook, excel, Infor Public Sector and Projectdox software.
Skilled in the use mathematics or construction engineering to perform work related calculations.
Ability to read and interpret plans, technical drawings, topo and boundary surveys, construction drawing, specifications, and ability to compare them with construction in progress
Ability to communicate clearly and concisely, orally and in writing.
Ability to work on numerous tasks simultaneously.
Ability to establish and maintain effective working relationships with contractors, engineers, architects and property owners.
Ability to interpret and enforce regulations with tact and impartiality.
