Job Description

|
Plans, organizes, supervises, and evaluates technical staff performing sampling, inspection, and enforcement work to ensure compliance with federal, state, and local regulations concerning stormwater, water quality, and illicit discharges.
Minimum Qualifications:
Bachelor’s Degree in Biology, Chemistry, Environmental Science, or other related science field and two (2) years experience performing work similar to the City of Orlando Senior Environmental Specialist or Inspector, including water sampling, analysis, or enforcement of stormwater and water quality environmental law, including at least one (1) year experience in a lead or supervisory capacity; or an equivalent combination of education, training, and experience. Additional experience may substitute for up to two (2) years of education. Appropriate FDEP Field Sampling Training Certificate and Stormwater, Erosion, and Sedimentation Control certificate or equivalent certification required. Valid Florida Driver's License required.

Plans, organizes, coordinates, assigns, and supervises staff engaged in collecting water samples, inspecting, and enforcing environmental protection laws concerning stormwater, in order to protect and preserve lakes, ponds, watershed basins, and other facilities; plans overall work and assigns projects based on difficulties and requirements; sets priorities as required; assists and advises subordinates both in technical and administrative matters.
Prepares performance standards and evaluates work performance of subordinates; counsels employees regarding meeting performance requirements; recommends awards, training and disciplinary actions.
Ensures that the inspection work is done properly regarding all illicit discharges, including the control of erosion and sedimentation; assists with difficult or special investigations concerning enforcement of stormwater and related water quality standards; provides assistance and guidance in handling difficult problems and resolution in order to achieve compliance.
Prepares periodic and special technical reports and documents; performs special studies and prepares a variety of calculations; ensures data and reports are accurate, complete and in compliance with regulations; reviews reports, records and field data is entered correctly in specialized systems such as STORET or spreadsheets and databases such as Excel and Access; responds to inquiries and audits.
Stays abreast of current and emerging environmental regulations and policies related to stormwater, point and non-point source pollution, erosion, and water quality functions; monitors impact and informs management of issues; provides consultation, makes recommendations, and assists with implementation of policies and procedures. Exact regulations may change based on assigned duties.
Assists with special projects, reviews plans, confers with managerial, professionals, technical, consultants, and others to resolve problems and coordinate activities.
Performs a variety of administrative duties including records maintenance, budget projection and preparation for section; responds to complaints and resolves problems; attends meetings or conferences and represents the Department and City of Orlando in a professional manner.
Manages compliance inspections to ensure that federal, state and local regulations are met, which include, City Code Chapter 30 Oil and Grease compliance monitoring, E.P.A. 106 Work Plan, wastewater treatment plant permit renewals and Clean Water Act. Includes the enforcement of violation letters.
Manages the permit renewal process for all water reclamation facilities and on-site stormwater monitoring and compliance. Includes evaluating industrial permit applications; determines appropriate limits based on permit evaluations; performs calculations to establish limits based on governmental regulations; develops and issues discharge permits.
Delivers of solid waste containers, both carts and dumpsters. This includes determining which containers need to be fully replaced or if they can be repaired on site.
Performs other duties as assigned.
